Sustainable Transport SPD

The Sustainable Transport Supplementary Planning Document (SPD) provides more detail on transport policy described in the Core Strategy and the Second Local Implementation Plan for Kingston Borough (LIP2). It provides guidance on the implementation of transport policies to ensure development improves the sustainability of the borough’s transport network as well as encouraging sustainable travel habits.

The Sustainable Transport SPD provides developers with guidance on sustainable transport considerations for planning applications. It is not a transport investment strategy and does not develop new strategic transport policy or direction. The SPD sets out:

  • requirements and guidance for the production of travel plans and transport assessments
  • recommendations/requirements regarding the installation and coordination of sustainable transport facilities/initiatives on and off site (e.g. car parking standards, car clubs, electric vehicles, cycle parking, other cycling facilities, and design guidance).

Public consultation on a draft SPD took place in November and December 2012 and a Statement of Consultation was published, setting out the representations received and the Council's response, including changes to the document following the consultation.

We adopted the Sustainable Transport SPD at our Place and Sustainability Committee on 23 May 2013. The guidance took effect from Monday 3 June 2013 and applies to all new planning applications for qualifying development submitted on, or after, that date.

Adoption Statement

In accordance with Regulations 14 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012, notice is given that the Royal Borough of Kingston formally adopted the Affordable Housing and Sustainable Transport supplementary planning documents (SPDs) on 30 May 2013. 

The SPDs are supplementary to the Royal Borough of Kingston Core Strategy (adopted in 2012). The purpose of the SPDs is to provide additional detail and guidance on how the Council will, as the local planning authority, implement relevant policies from the adopted development plan.

Any person with sufficient interest in the decision to adopt the SPDs may apply to the High Court under Regulation 11 of the Town and Country Planning (Local Planning) (England) Regulations 2012 for permission to apply for judicial review of that decision. Any such application must be made no later than 3 months after the date of adoption, namely by 30 August 2013.
