On Street Payment Only & Shared Use Bays
Conditions of parking:-

Vehicle owners are liable to receive a Penalty Charge Notice if they contravene the regulations governing the use of the bay, including but not limited to:

  • Failure to make payment.
  • Failure to record the correct vehicle registration through our pay by phone service provider.

  • Remaining parked after the expiry of paid for time.

  • The vehicle stays longer than the maximum stay period (where stated).

  • The vehicle is not parked within the bay markings of the parking place.

  • The vehicle returns to the parking place (rank of bays) within the minimum no return period (where stated).

  • A vehicle is parked in the parking place when the parking place is suspended.

Blue Badge holders

There is no charge or maximum stay period for Blue Badge holders who can utilise any available payment only or shared use bay free of charge (unless indicated otherwise by adjacent time plates).

General information

Civil Enforcement Officers are not permitted to revoke Penalty Charge Notices (PCN) once these have been issued. If a PCN has been issued to a vehicle the charge is payable within 28 days from the date of issue. A discounted charge will be accepted if received within 14 days of the issue of the PCN. Appeals regarding the issue of a PCN must be made in writing. This can be done by submitting an online form on our website https://www.kingston.gov.uk/challenge-a-pcn or by sending a letter to the address shown on the back of the PCN.

Car parks are managed under a Traffic Management Order made under the Road Traffic Act 1984 (as amended).

General information

The car park may not be used for advertising, trading, camping, cooking, sleeping, washing or servicing vehicles unless agreed in advance with the council. It is forbidden to erect any tent, berth or other structure.

A vehicle which appears to be abandoned or left in a parking space in contravention of the regulations may be immobilised, or removed to place of safekeeping and eventually disposed of. Costs of release, removal, storage and disposal will be charged to the vehicle's owner.

The car park is only available for use during the advertised opening hours. Where the car park is available ‘at any time’ vehicles may not be parked for longer than 24hrs.

Parking is restricted to motor cars, motorcycles and invalid carriages only. Caravans, trailers, coaches and lorries are not permitted.

Payment of charge

Vehicles may only be parked if time is purchased to cover the period of its stay. The day charge is an hourly charge and applies from 7am to 7pm daily. The night charge (where applicable) applies daily from 7pm to 7am the next day and is a flat rate covering the whole period. Charges apply daily including public and bank holidays. 

Additional time - you are allowed to purchase additional time via the pay by phone service to extend your stay, up to the maximum period allowed. 

Penalty Charge Notices - PCNs

Vehicle owners are liable to receive a PCN if they contravene the regulations governing the use of the car park. The contraventions include but are not limited to;

  • Failure to make payment.
  • Failure to record the correct vehicle registration through our pay by phone service provider.

  • Remaining parked after the expiry of paid for time.

  • Parked in a ‘Blue Badge holder only’ bay without displaying a valid Blue Badge or a Blue Badge clock.

  • Failure to park within the marked bays.

  • Parked in such a position to cause an obstruction.

  • Parking a vehicle which exceeds the maximum height and/or weight and/or length limits permitted in the area.

  • A vehicle is parked in the parking place when the parking place is suspended.

The Council’s liabilities

(a) The Council, its servants and agents will accept no liability in respect of any loss, destruction, damage or theft from any vehicle save where the same is caused by the negligence, wilful act or default, or breach of statutory duty of the Council, its servants or agents, or the dishonesty of its servants or agents.

And

(b) The Council, its servants and agents will accept liability in respect of the death or personal injury sustained by customers and others in the Car Park save where the same is caused by the negligence, wilful act or default, or breach of statutory duty of the Council, its servants or agents.

Blue Badge holders

Only vehicles displaying a ‘Blue Badge’ in accordance with the regulations may park in bays designated for the use of blue badge holders only. The named person whose photograph appears on the badge must be the driver or a passenger in the car at the time of parking.

There is no charge or maximum stay period for Blue Badge holders who can utilise any available bay within our surface car parks.
