Enforcement charges and fees

We will always seek to recover the costs and expenses of any formal enforcement action, including solicitors’ costs and costs of officers attending court:

  • Enforcement notice – charge is £500
  • Compulsory repairs untaken by the Council where a landlord has failed to complete them - Charge includes the total cost of the works.  Also, an administrative fee will be charged for the total cost of any works or a suitably hourly cost recovery fee.
  • Penalty for failing to have a licence for a House in Multiple Occupation if found guilty of an offence - unlimited fine (previously maximum fine of up to £20,000).
  • Penalty for non-compliance with a statutory notice such as under Part 1 of the Housing Act 2004 - if found guilty of an offence - maximum fine of £5,000.
  • Penalty for non-compliance with HMO Management Regulations made under the Housing Act 2004 - if found guilty of an offence - maximum fine of £5,000.
  • Fee for a property inspection to support an immigration request to the Home Office- £200
  • Fee to support a landlord with an HMO licence application and collation of forms - £300
  • Penalty fee for failure to submit a house in multiple occupation licence application / renewal within 28 days of a reminder letter - £300 on top of the standard application fee.
  • Camp site licence fee £775 and annual inspection £415
  • Penalty Charge Notice for failure to comply with remedial action notice - Smoke and Carbon Dioxide Detector Alarm (England) Regulations 2015 - maximum fine of £5,000.  Please see statement of principles.

The offences under some of these sections had a maximum fine until recently when this was lifted.  Unlimited fines were introduced on the 12th March 2015 by the Legal Aid, Sentencing and Punishment of Offenders Act 2012.
