Tenant and Leaseholder Engagement and Involvement - Housing Services Group

Housing Services Group (HSG) is at the top of the Resident Engagement Framework. It has an overview of the budget goals and housing improvement works. This will help to deliver improved services to our residents and be compliant with the appropriate housing regulatory and legal frameworks. 

This will be achieved by:

  • working closely with the housing portfolio holder, who will review the recommendations, measures and targets that have been set and agreed
  • building on the operational systems and processes already in place which will generate a transparent performance management approach.
  •  jointly influencing decisions with residents to deliver a positive change to the housing delivery model.
  •  being able to influence and plan more quickly and efficiently.
  •  receiving information reports from tiers 1, 2 and 3

Our approach to involving and engaging tenants and leaseholders includes:

  • Tier 1 -grassroots approaches 
  • Tier 2 - four specific tenant groups 
  • Tier 3 - housing services group 

Who is involved 

The membership of the HSG includes: 

  • the portfolio holder 
  • a deputy
  • key service leads  
  • 4 representatives from the four tenant groups

Having people make decisions will allow the HSG the opportunity to respond to views and recommendations from Tier 1 and Tier 2 groups. As well as any other tenant and leaseholder feedback. Both Tier 1 and Tier 2 groups can submit reports for the HSG to consider using a simple pro forma.

Housing Group Tiers

Tier 1

Operational - This tier residents can access a variety of different engagement platforms as they will be delivered on a local basis, supported by the council). There is flexibility for residents to choose either a constituted or non-constituted engagement route, these include:

  • Estate Inspectors / Estate Champions 
  • One off Groups (Policy reviews) 
  • Mystery Shopping, Focus Groups,
  • Pensioners Club, Gardening Clubs
  • Community Groups or Resident Associations (can be either constituted or not)

Tier 2

Scrutiny / Monitoring - This tier will be managed by the council and will be focused on regular monitoring of key services within the housing division, supported by the below groups: 

  • Repairs Group 
  • Scrutiny Group 
  • Homeownership Group 
  • Housing for Older People Group

Tier 3

Strategic - This tier reviews outcomes from the lower tiers and makes decisions. 

Ways to have your say

We are committed to working closely with residents. This includes hosting resident groups that support our overall resident engagement and service delivery. 

We have several groups that residents can join:

  • Repairs Group
  • Scrutiny Group
  • Housing for Older People Group
  • Leaseholders / Home Ownership Group
  • Estate Services Group
