Implementing retrofit measures involves consideration of planning permission and Building Regulations approval. Some changes may fall under 'Permitted Development Rights,' allowing alterations without planning permission. A 'Lawful Development Certificate' can confirm this, although it may not always be necessary. 

Significant alterations to a home's external character usually require planning permission, especially in Conservation Areas or places with restricted development rights. Listed Buildings (Grade II, Grade II*, or Grade I) typically require Listed Building Consent for interior and exterior changes.

Installers, particularly those in competent person schemes, often manage and support the approval process and can certify the work.
