Building control charges
How to use the Building Control Charges Schedule
A full set of explanatory notes are included within the Building Control Charges Schedule to assist our customers in determining the most appropriate fee for their project based on the type of application being submitted. The amount you’ll have to pay depends on the type of work you’re going to do, but the total will be the same whether it’s a full plans or a building notice application.
Full Plans applications and Building Notice applications
The standard Building Control charge applicable to most residential and small scale commercial projects can be found in either Tables A, B, C or D of the Building Control Charges schedule. The Building Control charges associated with these application types are payable upon, or immediately after submission of your application. Payment can be made directly through the Royal Borough of Kingston Upon Thames website or, if you prefer, you can contact us on 020 8547 5002. This single payment covers all our checks and site inspections.
Regularisation applications
The Regularisation Building Control charge applicable to most residential and small scale commercial projects can be found in either Tables A, B, C or D of the Building Control Charges schedule.The Building Control charges associated with these application types are payable upon, or immediately after submission of your application. Individually Determined Charge
Any works not listed within the Building Control Charges Schedule will be eligible for an Individually Determined Charge. Please contact The Royal Borough of Kingston Upon Thames’ Building Control service with details of the works being proposed to allow us to provide you with a highly competitive Individually Determined Charge.
Request an individually assessed charge
There are two reasons why you might want to request an individually assessed charge:
- the work you are doing falls within our standard charging criteria, but because there are many elements to the work you feel that the total fee is unfairly high. If this is the case, you should fill in the online form 'Request an individually assessed charge (where standard charges apply)'
- you are planning a large-scale project that does not fall within our standard charging criteria. If this is the case, you should fill in the online form 'Request an individually assessed charge (where no standard charges apply)'
How we decide the charge and notify you
When we decide the charge, we take into account some or all of the factors listed in paragraph (5) of Regulation 7(8) of The Building (Local Authority) Charges Regulations 2010
We will then give you written notice of the amount of the individually assessed charge and the factors we took into account in deciding the charge.

Exemptions, refunds and supplementary charges
Disabled people do not have to pay charges, where the work is providing disabled access or facilities to a building.
In exceptional circumstances, where the amount of work we do is significantly more or less than the original estimate, we’ll either issue a refund or make a supplementary charge.
If you pay a charge but the work isn’t carried out, we’ll consider a refund request looking at the costs we’ve incurred. However, we will have to charge you a minimum administration fee of £50.
When work under the supervision of a private sector building control body reverts to our Building Services control before satisfactory completion, a Reversion Charge is payable which we will individually assess.
Re-opening Building Control application files and requesting copies of documents
A homeowner/customer may request copies of documentation relating to a registered Building Control application submitted in their name only subject to providing the appropriate formal, written consent. Conditions and fees are set out within Table D of the Building Control Charges Schedule.
