Paying your penalty charge notice
- If a penalty charge notice (PCN) or parking ticket has been issued to a vehicle, you must pay within 28 days from the date of issue
- A discounted charge will be accepted if it is received within 14 days of the issue of the penalty charge notice.
- The cost of paying PCN goes up the longer you leave it unpaid.

What you will need to pay your PCN online
- Vehicle registration
- Parking charge notice number which will start with QT
- Debit or credit card to make the payment
Pay by telephone
You can also pay a PCN by phone 03453591111 and this is an automated telephone line available at all times
Pay by post
To pay by post you will need:
- Payments may be made by cheque or postal order made payable to KINGSTON UPON THAMES
- Parking charge notice number which will start with QT,
- your name,
- address and
- contact number on the reverse of the postal order,

How the penalty is worked out
Penalty Charge Notices (PCNs) are issued at three rates:
- £110 for higher rate parking penalties
- £60 for lower rate parking penalties
- £130 for bus lane penalties
- £130 for moving traffic penalties
The rate depends on the contravention that has taken place.
Where does the money go?
Any profit made from parking, moving traffic or bus lane penalties, once the cost of providing, managing and enforcing on-street parking have been deducted, must be used by law to fund any of the following:
- off-street parking
- public passenger transport services
- highway improvement works
- highway maintenance
- the cost of anything that has the approval of the Mayor of London and which facilitates the implementation of the Mayor's transport strategy.
When you can get a penalty notice
The council is responsible for enforcing the borough’s parking and traffic regulations, including bus lanes and moving traffic enforcement.
We do this through the use of civil enforcement officers and closed circuit television (CCTV) cameras, for which we have a code of practice.
You only get a penalty notice if you break one of the regulations (known as a contravention code). It will tell you on the notice what code you have contravened.
Parking outside of Civil Enforcement Officer (CEO) control
The council’s parking team does not control parking on:
- Red routes. This is enforced by Transport for London and the Metropolitan Police Service traffic wardens
- Housing estates. This is managed by the housing team
- Privately owned car parks and driveways
