How to pay a parking fine.
When to pay
If you’ve received a PCN, you must pay the fine within 28 days. If you pay within 14 days your fine will be reduced.
Do not pay the fine if you want to appeal against the PCN.
If you’ve lost your PCN
If you’ve lost your PCN or do not know your parking charge notice number, call us on 020 8547 5995 (Monday to Friday, 9am to 5pm).
Pay online
The easiest way to pay your fine is online.
You’ll need your:
- vehicle registration
- parking charge notice number (starts with QT and is 8 digits long)
- debit or credit card to make the payment
Pay by phone
Call 03453 591 111 to pay using an automated phone line, available 24 hours a day.
Pay by post
You can pay by cheque or postal order payable to Kingston upon Thames. On the back of the cheque or postal order, you must include your:
- name
- address
- contact number
- vehicle registration
- parking charge notice number (starts with QT and is 8 digits long)

Why we issue penalty notices
We issue PCNs for parking and traffic regulations, including bus lanes and moving traffic contraventions like stopping in a box junction. Your PCN will tell you what code you have contravened.
We enforce these regulations using civil enforcement officers and CCTV cameras, for which we have a code of practice.
What the money is used for
By law, we must use the money we get from parking fines to fund:
- on and off-street parking
- public transport services
- highway maintenance and improvement works
- costs of anything that has the approval of the Mayor of London and which facilitates the implementation of the Mayor's transport strategy
Parking we do not enforce
Our parking team does not control parking for:
- Red Routes - this is enforced by Transport for London and the Metropolitan Police Service traffic wardens
- housing estates - this is managed by the housing team
- privately owned car parks and driveways
If a PCN is not paid
If you do not pay a PCN, we may ask the courts to issue a warrant of control against the vehicle’s registered keeper.
This warrant will be passed to one of our debt collection agencies Collect Services Ltd, Task Enforcement or Marston Group. They will contact the keeper to request payment.
If payment is still not made, they may instruct a certified enforcement agent (also called a bailiff) to visit the keeper to secure payment.
If you have a query about a PCN which has been passed to our debt collection agency, contact them directly and they can advise you further as well as take payment.
