The Core Strategy

The Royal Borough of Kingston upon Thames Local Development Framework, the Core Strategy, was adopted in April 2012. It sets out the key requirements and considerations that need to be made when applying for planning permission.

Policies with regards to sustainable construction and climate change can be found in the Core Strategy from page 105 onwards.

The key requirements can be found within:

The London Plan

The London Plan, which was published in October 2016, also sets out planning requirements for London’s response to climate change, which aligns with our Core Strategy policies. The relevant policies can be found within the London Plan Chapter Five.

Energy statements

All major developments and some smaller developments are required to submit an energy statement as part of their planning application. An energy statement demonstrates how a development can achieve the CO2 emissions savings that are required by the planning policies above.

Energy statements should be structured according to the Mayor’s Energy Hierarchy, detailing the emissions savings at each stage of the hierarchy structure.
