Proposed fines and charges for 2015–2016

Late return charges on overdue library materials

Books and spoken word cassettes/CDs
  • 26p for adults (1p increase from current charges)
  • applied to each item per open day up to a maximum charge of £10
  • no overdue fines on children's and teen items of stock
Overdue administration charge when a 2nd reminder is sent
  • £1.75 (25p increase from current charges)
  • the proposed increase is to cover external postal costs and encourages users to return stock earlier
Cost of replacement of items lost or damaged
  • the cost of the item
  • if the price of the item is not known £5 for a children's item and £7 for an adult item
  • there is no change from current charges
CD hire charges
  • 70p for one week rental (10p increase from current charges)
  • a further 70p will be charged if items are kept over the initial loan period
DVD hire charges
  • £3 for new stock (25p increase from current charges) for one week rental
  • £2.50 for stock older than six months (30p increase from current charges) for one week rental
  • £2.50 for children's DVD feature films (30p increase from current charges) for one week rental
  • £2 for all other DVDs (25p increase from current charges) for one week rental
  • £4 per DVD set (50p increase from current charges) for one week rental
  • there are no concessions on DVDs
  • a further hire charge is applied if items are kept over the initial one week loan period up to a maximum of £10 per item
Language cassettes/CD hire charge
  • £2 for three weeks rental (25p increase from current charges)
  • these are non-renewable items
  • a further hire charge is applied if items are kept over the initial three weeks loan period up to a maximum of £10 per item
Spoken word cassettes/CD hire charge
  • £1.20 for three weeks rental on adult items (20p increase from current charges)
  • any items renewed will be subject to a new three week hire charge
  • issued free to people aged 65 and over, people with visual impairments and people with disabilities
  • there are no changes from current charges for children's and teen spoken word cassettes/CDs
Music score sets
  • £8 up to 25 copies for one month (50p increase from current charges)
  • £16 for 26 to 50 copies for one month (£1 increase from current charges)
  • £22 for over 50 copies for one month (£2 increase from current charges)
  • £8 for orchestral sets for one month (50p increase from current charges)
  • this is the first increase in charges made in two years
Replacement membership card
  • £2.75 for adults (25p increase from current charges to help cover the cost of replacement cards)
  • children receive the first replacement for free and then the same as adult charges for subsequent replacements

Reservations

Items in stock on London Libraries Consortium catalogue
  • 90p for an adult item (10p increase from current charges to help offset the administration of the reservation service)
  • no charge for children's and teen items except children's DVDs
  • 90p for children's DVDs (10p increase from current charges to help offset the administration of the reservation service)
Items not in stock on the London Libraries Consortium catalogue that are purchased for Kingston libraries stock
  • £1.50 (10p increase from current charges to help offset the administration of the reservation service)
Items not in stock on the London Libraries Consortium catalogue that are obtained through the inter-lending scheme

Events and activities

  • charges range from £1.50 to £10 depending on the event ranging from children’s holiday activities to adult activities such as author talks
  • core children's activities eg storytimes and rhymetimes remain free

Photocopying
  • 5p per black and white A4 sheet at Tolworth, Old Malden and Tudor Drive libraries
  • 10p per black and white A3 sheet at Tolworth, Old Malden and Tudor Drive libraries
  • 20p per sheet (can be A4 or A3, black and white or colour) at Hook, Surbiton, Kingston and New Malden libraries
  • no changes from current charges
Computer printing
  • 20p per sheet (no change from current charges)
Faxing
  • £1.50 per page for sending one or two pages to UK/Ireland (no change from current charges)
  • £3.50 total charge for sending three to six pages to UK/Ireland (10p increase from current charges)
  • £3.50 for sending one to six pages to Europe (10p increase from current charges)
  • £4 for sending to a non-EEC country (20p increase from current charges)
  • £2 to receive a fax from one to six pages (20p increase from current charges)
Use of public access PCs
  • first hour free
  • £1.50 per 30 minutes after the free hour is used (no change from current charges)
  • second hour free for unemployed who can show their form ES40 and appointment card
ICT tutor led training
  • £3 for introductory IT taster sessions and silver surfer sessions (no change from current charges)
  • £6.50 per session for computer literacy courses (for multi session groups, no change from current charges)
European computer driving licence (ECDL) and other training
  • £15 for an ECDL exam (no change from current charges)
  • £30 for an ECDL log book (no change from current charges)
  • £55 per advanced ECDL module (no change from current charges)
  • there are no concessions on ECDL training or materials
