Home Energy Conservation Act
The Home Energy Conservation Act (HECA) 1995 recognises local authorities’ ability to use their position to significantly improve the energy efficiency of all the residential accommodation in their areas.
In July 2012 the Department for Energy and Climate Change published requirements under the Act for all local authorities in England to report on the measures they propose to take to improve the energy efficiency of residential accommodation in their areas.
Kingston’s HECA report brings together action that addresses sustainability, health and planning objectives. The aim is to reduce carbon emissions and tackle fuel poverty in the borough through changes in behaviour and physical improvement to dwellings.
The report is updated every two years.
