Cycle Routes Update

Kingston Council is committed to supporting cycling as an attractive, safe and enjoyable way to travel around the borough. As part of this commitment a number of improvements are set to be made to routes. Thank you to local residents organisations and highways users who provided feedback to shape these improvements so far. 

Update on the cycle network in Kingston 

Our cycle network has been funded by TfL and is designed to their standards and in consultation with their engineers. Some parts of the network most recently installed (Kingston Road and Ewell Road) are yet to be completed as TfL funding was frozen in 2022. We know that cycle routes are most effective for users when joined up. We want to complete the schemes and are working with TfL to agree further funding.

We have reviewed how the partly-completed schemes in Kingston Road and Ewell Road are working. This included looking at data, conversations with emergency services and representatives from road and cycle organisations, and gathering feedback from residents, to consider what smaller scale but effective improvements could be made to parts of the routes. A range of recommendations from this Cycle Routes Review, undertaken during Autumn 2022, were approved by the Surbiton, Kingston & North Kingston and New & Old Malden committees in January 2023.

Next steps 

The New Malden to Kingston cycle route (along Cambridge Road and Kingston Road) 

We are looking at the next phase of completion for the Georgia Road to Rayleigh Court section of the route. The sections of the route either side are already installed so this will join up the cycle routes
We propose to introduce:

  • High quality segregated cycle lanes on both sides of the road in the same direction as general traffic.
  • Changes to some parking and loading provision.
  • Changes to side road entry treatments to accommodate the cycle lanes and give priority to cycles and pedestrians.

We are currently engaging with residents and businesses directly along the uncompleted part of the route, TfL and other stakeholders to get feedback on the designs to help finalise the designs. As a result the current designs are still subject to change.

Surbiton to Tolworth Cycle Route (along Ewell Road)

We are now looking at the next phase of completion for the Surbiton to Tolworth cycle route between Hollyfield Road and Red Lion Road on Ewell Road. We want the route to work for all road users and for business and residents based along the route and are currently having conversations with those in the immediate area about the proposals.

Feedback from these discussions, along with feedback from TfL will be used to update the plans before the proposals are taken to Surbiton Neighbourhood committee in early 2024.  An equality impact assessment will be carried out as part of this process. 

The current plans are outlined below. 

We propose to complete the uncompleted section of the route (between Hollyfield Road and Red Lion Road). It is proposed to introduce:

  • High quality segregated cycle lanes on both sides of the road in the same direction as general traffic.
  • Changes to some parking and loading provision.
  • Changes to side roads entry treatments to accommodate for the cycle lanes.

Surbiton to Tolworth Cycle Route (along Ewell Road) – Section between Langley Road and 134 Ewell Road

The section of the route between Langley Road and 134 Ewell Road is shared use for pedestrians and cyclists. Due to the limited footway width, particularly on the northbound side of the road (towards Surbiton), the space is not effectively used by both cyclists and pedestrians, creating a conflict. It is proposed to introduce:

  • High quality segregated cycle lane at footway level on the northbound section of the road (towards Surbiton) created from the carriageway width.
  • Removing the existing nine parking bays between Langley Road and 142 Ewell Road along the northbound section of the road (towards Surbiton).
  • Loading bay outside 140 Ewell Road to be retained but relocated by approximately 7m.
  • Resurfacing vehicle crossovers to ensure that effective drainage is maintained once the new cycle lane is in place.

No changes are proposed along the southbound section of the road here (towards Tolworth) as the existing shared footway is wider than the footway along the northbound side (towards Surbiton).

We are currently engaging with residents, businesses and organisations based along the sections of the route described above. Wider public consultation has been carried out previously and will happen again next summer, which we will publicise to the community. Works are planned to start on the ground in summer 2024 subject to approval from the relevant neighbourhood and strategic council committees in February and March 2024. Feedback received before 5 January will be incorporated into reports to these committees.
