This team operates over 3,000 public parking spaces in four multi-storey and ten surface car parks within the borough. The team is responsible for the health, safety and security of you and your vehicles. Car Park staff are trained to ensure that this is their priority.
Our policy is to have a high standard of maintenance in all our car parks so they are clean, well lit, well presented and all equipment is in working order.
The multi-storey car parks in Kingston have CCTV monitoring, and include 'help points'.
The Bittoms, Cattle Market and The Rose (formerly Drapers) car parks have all been awarded the ‘Safer Parking Award’ issued jointly by the Association of Chief Police Officers and the British Parking Association.

This team provides support to the introduction of new or amended on-street parking controls and is also responsible for ensuring the maintenance of them, ensuring that any signing remains legal and the equipment is maintained.
We also review the operation of controlled parking schemes following their introduction to ensure they meet your requirements and respond to changes in the local street environment.
The team deals with the issue of Traffic Management Orders which is the legal entity by which the Council places parking bays or waiting and loading restrictions on the highway. We also maintain records of all the Borough's traffic management orders to ensure that enforcement is correctly and legally carried out.

This team is responsible for overseeing the Council's parking enforcement service. NSL Services Ltd (formely NCP) provides our enforcement and customer services under contract. The team directs NSL's patrolling resources to cover the Borough's parking controls and restrictions so meeting local requirements and responding to any local issues.
Our policy is to provide a responsive service to secure compliance with local parking controls.
Our service also includes the control and sale of Residents` Parking Permits, Business Permits and Residents` Visitor Permits. Parking dispensations are also issued and parking bay suspensions are arranged where they are needed to accommodate special events or works at nearby premises. If you receive a Penalty Charge Notice (PCN) that you feel was incorrectly issued, then we can advise you of the legislation under which the PCN was issued, why it was issued and explain the appeals process to you.
We can also advise you what may happen if you choose to ignore the PCN, or any of the subsequent documents you may receive.
Appeals cannot be settled over the phone and any challenge against a PCN must be made in writing, as it constitutes your evidence against the PCN.
