2008 - 2009 Documents

Notice of Inspection and Audit of Accounts 2008/09

Each year, the Council’s Accounts are independently audited. Any person interested has the opportunity to inspect the accounts and certain related documents (comprising books, deeds, contracts, bills, vouchers and receipts) and, where appropriate, can obtain a copy of relevant documents.

(Please note that if the number of copies required is excessive, a charge will be made for each item).

For the Accounts for the year ended 31 March 2009, these documents will be available at:

Guildhall 2
High Street
Kingston upon Thames
KT1 1EU

between 9.30 a.m. and 4.30 p.m., Monday to Friday, from Monday 27 July 2009 up to and including Friday 21 August 2009.

Anyone wishing to inspect the accounts should first apply to the Corporate Accountancy Section on 020 8547 5575 or 5579 or email accounts@rbk.kingston.gov.uk

The draft Statement of Accounts, which was approved by Councillors for submission to the Auditor on 30 June 2009, can be found on the Council’s website, at the address below.

From 9am on Thursday, 27 August 2009, until the end of the audit process, local government electors (from the area of the Royal Borough of Kingston) and/or their representatives also have:

(i) the opportunity to question the Auditor about the Accounts.

Please contact Keith Hosea, Audit Manager, on tel. 020 8547 5598 or

email k-hosea@audit-commission.gov.uk, to make arrangements to ask questions.

(ii) the right to make objections to the accounts, or any items in them, asking that the auditor issue a report in the public interest and/or apply to the court for a declaration that an item in the accounts is contrary to law.

For anyone wishing to exercise this right, they should set out their objection in writing, including the grounds on which it is made, and send it to the Auditor at the address below.  The Auditor will contact the objector and make a convenient appointment to see the objector.

(Please send a copy of the letter of objection to me at the address below.)

When the audit is complete, a further notice to that effect will be published.

The audit is being carried out by the Lindsey Mallors, District Auditor, at the Audit Commission.  Her address is:

1st Floor
Millbank Tower
Millbank
London
SW1P 4HQ

The audit will be conducted under the provisions of the Audit Commission Act 1998 and the Accounts and Audit Regulations 2003 (as amended).

Further information about the Statement of Accounts and ‘your rights’ about public inspection and objections to the accounts can be found on at the link below.
