Royal Borough of Kingston Annual Statement of Accounts 2007-08 and Inspection Period

The Draft Accounts of the Council for the year ended 31 March 2008 are available below. These accounts are subject to audit by the Audit Commission.  Audited accounts for earlier periods of account are also shown below. The draft accounts follow the requirements of the 2007 Accounting Code of Practice on Local Authority Accounting, A Statement of Recommended Practice published by the Chartered Institute of Public Finance and Accountancy (CIPFA). These accounts set out details of the Council’s income and expenditure for the 12 month period commencing 1 April 2007 and ending 31 March 2008.

Right to Inspect the Accounts – Statutory Inspection Period / Appointed Day

The 20 day inspection period determined under the section 15 of the Audit Commission Act 1998 is to run from Friday 8th August 2008 and end on Friday 5 September 2008.  During normal office hours of 9am to 5 pm (excluding weekends and bank holidays) any interested person may inspect the accounts to be audited and all books, deeds, contact bills vouchers and receipts relating to them and make copies of all or any part of the accounts and those other documents.  The District Auditor has appointed Monday 8th September 2008 as the date on or after which any local government elector for any area that the accounts relate, (or any representative of such elector) may, by prior appointment with Mr Hamid Khan, Audit Manager, (telephone 020 8547 5599), exercise the rights of challenge in respect of the accounts. Any such elector or his representative may attend before the District Auditor at the offices of the Council, (Guildhall 2) to question the Auditor and make objections as to any matter (under section 16 of the 1998 Act) in respect of which the auditor could take action under Section 17 or Section 18 of the 1998 Act, namely, an unlawful item of account, failure to bring a sum into account or a loss or deficiency caused by wilful misconduct of any person or could make a report in the public interest under Section 8 of the 1998 Act.

No objection may be made by or on behalf of a Local Government elector for the Borough unless the District Auditor has previously received written notice of the proposed objection and the grounds on which it is made.
