It is a review of and updating of existing policy and review process.
What are the aims/purpose of the function?
To provide a safe learning and working environment for safety of all staff , learners, visitors and contractors.
Is the function designed to meet specific needs such as the needs of minority ethnic groups, older people, disabled people etc?
Yes. This function is over-arching although the reference to personal evacuation plans has a direct bearing on the situation of disabled people. The reference to violence is more complex as it deals with the reporting of incidents affecting both members of staff and learners. Although the policy does not state this explicitly racial abuse or other hate crime is intended to be covered. The other issues related to learners with mental health problems who have not declared themselves to have a disability and who exhibit behaviour that might be taken to be threatening or indeed be threatening. The service is has put together an overarching Safeguarding action plan which will be monitored under a new overarching safeguarding function.

No, the Health and Safety policy is underpinned by the need for all staff , learners, visitors and contractors to the organisation. It will also ensure that vulnerable learners needs are met.

The policy is to ensure that the organisation is a safe place for everyone to come and use.
