Equality Impact Assessment - Financial Support Policy for young people

Function being assessed:

Financial support policy for young people aged 16 to 24, who are either looked after or receive leaving care services from the Royal Borough of Kingston

Is this a new function or a review of an existing function?

Review of an existing function resulting in the development of a new policy

What are the aims/purpose of the function?

To ensure all Care Leavers receive fair and equitable financial support and to eliminate any differences across the framework.

Is the function designed to meet specific needs such as the needs of minority ethnic groups, older people, disabled people etc?

The policy is specific to young people leaving care and therefore formerly relevant children and entitled to services under the Children Leaving Care Act 2000.

What information has been gathered on this function? (Indicate the type of information gathered e.g. statistics, consultation, other monitoring information)? Attach a summary or refer to where the evidence can be found.

Reference to current legislation, In house data on the range and needs of care leavers, standards and good practice.

Policy has been discussed with the Equality Adviser and relevant amendments were made to the draft policy taking into account equality principles.

Does your analysis of the information show different outcomes for different groups (higher or lower uptake/failure to access/receive a poorer or inferior service)? If yes, indicate which groups and which aspects of the policy or function contribute to inequality?

Due to the inconsistencies that could exist within the previous financial framework, the new policy has been designed to eliminate these and provide transparent and fair financial support.

Are these differences justified (e.g. are there legislative or other constraints)? If they are, explain in what way.

What action needs to be taken as a result of this Equality Impact Assessment to address any detrimental impacts or meet previously unidentified need? Include here any reasonable adjustments for access by disabled people. Include dates by which action will be taken. Attach an action plan if necessary.

Ensure the monitoring and review of the whole policy but with particular data collection and analysis around the impact of discretionary payments on any individual or group.

Monitor the 85% attendance requirement to ensure no individual is disadvantaged by nature of specific needs or disability.  

When will you evaluate the impact of action taken? Give review dates.

Review and data analysis will be undertaken in April 2009
