Equality Impact Assessment - Children and Young People's Plan

Function being assessed:

Children and Young People’s Plan (CYPP)

Is this a new function or a review of an existing function?

Legal requirement  for the Local Authority to lead on producing Children and Young People’s Plan with partners by April 2006

What are the aims/purpose of the function?

The CYPP sets out how the Local Authority and partners in Children and Young People’s Trust will reshape services within Local Authority, education providers, health services, police and voluntary sector to improve outcomes and give children and young people, particularly those who are vulnerable, a better chance in life.  Period of Plan is 2006 – 2010.

Is the function designed to meet specific needs such as the needs of minority ethnic groups, older people, disabled people etc?

The Plan addresses the needs of all children and young people with a particular emphasis on joint action by local services to improve outcomes for groups of vulnerable children and young people.  Therefore all 6 equality groups are affected and benefit form the CYPP.

What information has been gathered on this function? (Indicate the type of information gathered e.g. statistics, consultation, other monitoring information)? Attach a summary or refer to where the evidence can be found.

Extensive needs analysis, benchmarking and consultation carried out to inform priorities in the Plan.  Evidence referred to in Plan Annex 4  (see link to plan below).  Consultation/review on at least an annual basis.

Does your analysis of the information show different outcomes for different groups (higher or lower uptake/failure to access/receive a poorer or inferior service)? If yes, indicate which groups and which aspects of the policy or function contribute to inequality?

Yes.  Needs analysis identified target areas which are set out in the priorities in the Children and Young Peoples Plan and in the Action Plans and Performance Measures.  These are reviewed on a regular basis.  See Performance Management Digest 2005/06 (for further information see contact details above).

Are these differences justified (e.g. are there legislative or other constraints)? If they are, explain in what way.

In writing the plan the differences have been identified and  mechanisms are in place to minimise or eradicate differences.

What action needs to be taken as a result of this Equality Impact Assessment to address any detrimental impacts or meet previously unidentified need? Include here any reasonable adjustments for access by disabled people. Include dates by which action will be taken. Attach an action plan if necessary.

Part 2 of the Plan identifies action plans for next 5 years.  These are regularly monitored by the Children and Young People’s Partnership and its sub groups and subject to annual review: Annex 1 and 2 CYPP. (see link below)

When will you evaluate the impact of action taken? Give review dates.

Children and Young People’s (CYP) Partnership sub groups monitor the 6 strands of the equalities agenda in relation to priorities in the CYPP and action plans (Part 2).  This is reported as part of the Performance Management Digest which is reported to the Children and Young People’s Trust Board annually and CYP Partnership twice a year.

There is an annual review of the Children and Young People’s Plan and performance indicators and targets and action plans are adjusted accordingly.
