Function being assessed:

Re-development of Yew Tree House Church Road Old Malden to provide Council owned social rented family housing

Is this a new function or a review of an existing function?

This is a new build but carrying out an existing function.

What are the aims/purpose of the function?

Provision of new family social rented housing to meet the Council’s priority housing need

Is the function designed to meet specific needs such as the needs of minority ethnic groups, older people, disabled people etc?

Not specifically designed to meet any particular equality groups. However the houses will accommodate families including larger families and be capable of adaptation for occupation by people with disabilities.

What information has been gathered on this function? (Indicate the type of information gathered e.g. statistics, consultation, other monitoring information)? Attach a summary or refer to where the evidence can be found.

  • Homelessness Strategy 2008-2011
  • Housing Strategy Statement 2007-2010- 71% of households accepted as homeless are families with children (or expecting a child) confirming the need for family accommodation. Of those households accepted as homeless in the three years to 2008, 36% were from BME communities, which compares to a BME population of over 20% (based on mid-term estimates) within Kingston as a whole.

The development will potentially be able to accommodate residents with an assessed need to move to a property adapted for a physically disabled person, who cannot remain in, or return to, their current home (i.e. falling within the Council’s Emergency category of housing need).

Does your analysis of the information show different outcomes for different groups (higher or lower uptake/failure to access/receive a poorer or inferior service)? If yes, indicate which groups and which aspects of the policy or function contribute to inequality?

The current allocation process through choice based lettings will govern the letting of these properties in accordance with the eligibility criteria.

Are these differences justified (e.g. are there legislative or other constraints)? If they are, explain in what way.

There should not be any negative impact on any of the equality groups.

What action needs to be taken as a result of this Equality Impact Assessment to address any detrimental impacts or meet previously unidentified need? Include here any reasonable adjustments for access by disabled people. Include dates by which action will be taken. Attach an action plan if necessary.

The scheme will be the subject of grant funding from the Homes and Communities Agency a condition of which will be that post completion certification will be required to confirm compliance with Homes and Communities Agency  Design and Quality Standards, Lifetime Homes  standards and Disability Discrimination Act/Wheelchair Housing Design Guide and the Code for Sustainable Homes
