Equality Impact Assessment - Floating Support Service (to older people)

Is this a new function or a review of an existing function?

Existing service to ensure that the service is equality compliant.

Established in 2003

What are the aims/purpose of the function?

  • To help Service user to live independently in their own homes, and working closely with Social Services.

Is the function designed to meet specific needs such as the needs of minority ethnic groups, older people, disabled people etc?

The service is designed to meet the needs of people aged 55 and over.

  • To maximise benefits
  • Health and well being.
  • Socially excluded.
  • Assessment of needs.

What information has been gathered on this function? (Indicate the type of information gathered e.g. statistics, consultation, other monitoring information)? Attach a summary or refer to where the evidence can be found.

Floating Support has a variety of forms in place to gather information.

  • Records are kept as to who is assessed and who is accepted or refused.
  • All referral sources made to the Floating Support Service are recorded
  • Supporting People have carried out a survey of FSW in the past.
  • Floating Support Equalities monitoring of religion, race, gender, disability, ethnicity, nationality & male to female ratio.

 

Does your analysis of the information show different outcomes for different groups (higher or lower uptake/failure to access/receive a poorer or inferior service)? If yes, indicate which groups and which aspects of the policy or function contribute to inequality?

We have increased the monitoring information to be collected to include all six equally target areas.

The service is aware that the service users are from the older community and this is due to the service being available to people over 55.

Preliminary analysis suggests that clients are typically English speakers, we are not in proportioned to census as we are not currently serving non English speakers but are addressing this issue after finding funding for interpreters.

Are these differences justified (e.g. are there legislative or other constraints)? If they are, explain in what way.

Aspects of take up to the Floating Support Service have been from marketing as people did not know how to access the service.

Previously insufficient interpreting budget has now been rectified and contact is being made with Refugee Action to arrange attending a meeting.

What action needs to be taken as a result of this Equality Impact Assessment to address any detrimental impacts or meet previously unidentified need? Include here any reasonable adjustments for access by disabled people. Include dates by which action will be taken. Attach an action plan if necessary.

The Floating Support Service is currently collating information on a spreadsheet so that the information required is easily accessible.

We are looking to implement other information to record male and female ratio at  the referral stage to record at the outset of first contact.

When will you evaluate the impact of action taken? Give review dates.

Initially at three monthly intervals

Equalities is now included as an agenda item at all team meetings.
