Petition Background Information:

Scrap charges for future green garden waste collection from households. Composting is nature's way of recycling. By turning garden waste into compost less rubbish will end up in landfill, which means less greenhouse gases! Which is better for the environment and better for us! There are a great number of councils around the country supplying free green waste collections to help reduce landfill. Collecting a huge amounts of green waste such as: • Grass cuttings • Hedge clippings • Annual weeds • Leaves • Small branches • Small pruning. From the Kingston Council Web site of the present service – http://www.kingston.gov.uk/browse/environment/rubbish_w aste_and_recycling/garden_waste.htm “If you are unable to compost garden waste at home you can take it to the Villiers Road Recycling Centre to be composted. The Council also provides a reusable, biodegradable Jute bag for the collection of green garden waste. Residents who purchase the bags can place two of them out for collection per week. The bags will be emptied weekly on the same day as your refuse and/or recycling and returned for you to reuse.” “The reusable Jute bags cost £35 per bag (maximum order: 2 bags). A reduced charge of £20 will be made to residents in receipt of State Retirement Pension and/or are registered disabled.” The council is about to review the garden waste collection. Reports suggest it’s likely to be based on a wheelie bin design, with some form of payment, yet to be fixed. Free Garden waste collection.

Closing date for signatures 11 January 2009.

Petition Progress

This petition, together with a paper petition was considered at the Executive on 12 February. It was confirmed that the collection of Garden Waste will be a service which residents will continue to pay for. There are around 2,500 residents using the service users . From 1 March 2009 a new paid for service will be provided where waste will be collected in either wheelie bins or bio-degradable sacks at the choice of residents. A conservative estimate for a free collection service is £1,210,000 assuming 10,00 residents would ask for the service, increased costs of containers, collection costs to the contractor and composting costs.
