The quality of the built environment within the Borough's 26 Conservation Areas has been and continues to be eroded by property owners abusing their 'permitted development' rights to make unsympathetic alterations to their buildings and front gardens. Tougher powers are available to local planning authorities to tackle this by adopting the provisions of Article 4 of the General Permitted Development Order. We therefore request the Council to formally adopt the provisions of Article 4 to achieve these aims.

The aim of Article 4 Direction is to encourage the retention of the high quality features of buildings in Conservation Areas and to enhance the environment of which they are part. 'Like for like' repairs and replacement of original architectural features will be encouraged, as will the removal of previous unsympathetic changes to buildings and front gardens. A notable example of where Article 4 has been adopted successfully is next door in Richmond. You can read more as to how this operates on their website at:
