I feel that the parking restrictions and enforcement in Southborough Road are over zealous. I think residents should be entitled to a permit that exempts them from the restrictions. Both myself and my neighbour have received parking tickets for parking on our own road and it's not exactly a busy road for parking. It's too far from the station or other local amenities to attract much parking traffic.

The Parking Schemes Manager has responded to the petitioner's concerns. The original consultation for this area was carried out in 2002 and reported to the Surbiton Neighbourhood Committee on 19 December 2002. The results of that consultation showed that within the Southborough area, the vast majority of residents (64%) preferred to have single yellow line controls introduced rather than a controlled parking (permit) scheme (18%) in order to curb commuter parking. The single yellow line option was therefore introduced, with alternate two hour restrictions on either side of the roads so as not to preclude parking by residents, visitors or tradesmen throughout the whole day. In exceptional circumstances an exemption from the restrictions can be provided, e.g. house removal, however the Council does not provide any form of yellow line permit on a general basis and therefore, as was made clear in the consultation document, vehicles which are required to be there all day have to relocate from one side of the road to the other in order to avoid receiving a Penalty Charge Notice during the hours of restriction. In the absence of clear support from residents for this issue to be revisited, no further action is proposed at this time.
