Turn-Around Time
We endeavour to complete and return search applications within 5 working days from day of receipt. Should your search application be very urgent, please telephone 020 8547 4634 and we will try to accommodate your urgent request.
Cancellation of Searches
We regret searches may only be cancelled on the day of receipt. After this time work will have commenced on your application.
Areas Covered
In general we cover the areas of Chessington, Kingston upon Thames, New Malden, Malden Rushett, Surbiton and approximately one third of Worcester Park. To clarify whether a property falls within the Royal Borough of Kingston upon Thames please telephone us on 020 8547 4634 for confirmation. Alternatively, you can use the Council’s ISIS Online facility to check whether an address falls within the borough.
With the introduction of the Home Information Pack (HIP) it is now possible to submit the official search application forms to us in a variety of combinations.

These forms can be sent to us independently of each other or in any combination you choose.
This provides the seller with the opportunity to commission the searches needed for inclusion in the HIP and the purchaser to ask any additional enquires they wish and also to make their own official search if required.

If you are submitting either the CON 29(R) of CON 29(O) forms for inclusion in a Home Information Pack you must ensure that you complete BOX E on the form (s) with the relevant details.
Currently Home Information Packs are required for properties going to market for the first time from 1st August which have 4 bedrooms. The Government plans to roll out HIPS to the remainder of the residential market possibly this autumn and possibly again in a staged process. The above arrangements and requirements will cover any additional properties covered by the HIP regime.
The forms CON29(R) and (O) are also applicable to commercial properties however BOX E is not relevant.

Applications for searches of the Register of Common Land and Town or Village Greens for land within the Royal Borough of Kingston upon Thames should be sent to the Local Land Charges Team.
The fee is £14.00 and an additional £1.00 is payable for additional parcels of land. Applications should be made on Form CR21 in duplicate together with two plans clearly outlining the area(s) to be searched. NB. If no plans are submitted the search cannot be processed.
These arrangements will be kept under review.
Opening hours will be strictly adhered to. Should you be unable to attend our offices on the day of your appointment, we will hold your personal search information for a further week when you may attend during the above opening times.
Any one wishing to attend a personal search appointment must first make an appointment. If you wish to attend you must make your appointment as detailed below:

Section 8(1) of the Local Land Charges Act 1975 states: -
“Any person may search in the Local Land Charges Register on paying the prescribed fee.”
Rule 11(1) of the Local Land Charges Rules 1977 requires that a person who wishes to make a personal search shall, if so requested by the registering authority, state his name and address and indicate the parcel of land (see Rule 2 1977) in respect of which he wishes to search.

The Royal Borough is currently operating as far as is possible in accordance with the 2005 “Personal Searches Guidance for local authorities and personal searchers”
In addition to the inspection of Statutory Registers, public documents and committee reports the Council also makes available other information held against the property which can be accessed by using the ISIS Maps system available on this website (link below), alternatively, via a terminal in Environmental Services reception, 2 Floor, Guildhall 2.
In common with other stakeholders we are currently awaiting the outcome of the May 2007 Government Consultation document on “delivering property Searches” and await any resultant guidance or policy decisions that may arise form that consultation. We also await the outcomes of the work currently being undertaken into the three OFT options for a charging regime for access to/the provision of information that is currently being undertaken on behalf of Central Government in response to the December 2005 OFT report into the Property Searches Market.
