The Council and Decision Making
Structure of Executive, Committees and Panels
In Kingston we have modernised our decision making arrangements with the aim of:
- making quicker, better decisions
- to separate the decision-makers from those who scrutinise and question decisions
- to make our decisions more open and accountable to the public.
To do this we have established:

| Shadow Executive | Act as lead Scrutineers |
| Scrutiny Panel | Scrutinise the decision of the Excecutive |
| Overview Commission | Appoints working groups to examine issues it considers appropriate |
| Health Overview Panel | Considers issues relating to the NHS and public health |
| Neighbourhood Committees | Make decisions for their Neighbourhood and scrutinse the Executive's decisions where they affect Neighbourhoods |
| The Council | Agrees the budget and the overall policy framework. |
