The Council and Decision Making

Structure of Executive, Committees and Panels

In Kingston we have modernised our decision making arrangements with the aim of:

  • making quicker, better decisions
  • to separate the decision-makers from those who scrutinise and question decisions
  • to make our decisions more open and accountable to the public.

To do this we have established:

The Executive   Make the Decisions  
Shadow Executive   Act as lead Scrutineers  
Scrutiny Panel   Scrutinise the decision of the Excecutive  
Overview Commission   Appoints working groups to examine issues it considers appropriate  
Health Overview Panel   Considers issues relating to the NHS and public health  
Neighbourhood Committees   Make decisions for their Neighbourhood and scrutinse the Executive's decisions where they affect Neighbourhoods  
The Council   Agrees the budget and the overall policy framework.
