Lovelace Road Controlled Parking Zone (CPZ)

I feel the implementation of the Lovelace Road CPZ scheme and the subsequent introduction of the restricted parking outside of the zone has been overzealous. Visitors have no place to park, without paying for a ticket and then have to be aware to return in time in order not to receive a fine. A minute over and it is £20 down the drain. These roads are wide and there is more than enough room for all. There was never a problem with parking in the area prior to the CPZ and I feel there should be areas of free space allowed.

The Oak Hill Controlled Parking Zone, of which Lovelace Road is part, was introduced in September 2005 following extensive consultation with residents in the area. As with all CPZ schemes, it is the Council’s policy to review such schemes after approximately six months of operation. The review of the Oak Hill CPZ was undertaken in March 2006, the results of which were reported to the Surbiton Neighbourhood Committee at their meeting in July 2006. The review concluded that the majority of residents (72%) were happy with the scheme and there were no requests for the provision of free parking places as requested by the petitioner. For information, free parking spaces within a CPZ are only installed to provide short stay periods, 20 or 40 minutes for example, outside shopping areas. With regards to the statement that visitors have no place to park without paying for a ticket, in addition to 4 hour ‘shared-use’ paid-for parking bays, resident visitor parking permits are available which allow visitors to park within the permit parking bays throughout the hours of control. Based on the above information and, in particular, the support recently shown by the majority of residents for the scheme, it is felt that the petitioner’s request cannot be taken any further at this time. However, the views expressed have been noted and the Council will continue to monitor the operation of the controlled parking zone for any issues.
