Expressions of interest sought
The Royal Borough of Kingston upon Thames (RBK) is seeking expressions of interest from contractors
who will ideally have experience of delivering high quality public realm schemes in sensitive town centre
locations. The successful contractor will join the professional team delivering ambitious and high profile
regeneration plans for the Ancient Market at the historic core of Kingston town centre.
With a contract value of around £2 million, the Kingston Ancient Market scheme will require a very high
standard of craftsmanship to deliver the following new features in a sensitive conservation area setting:
- Construction of pavements using natural setts and slabs;
- Fabrication and installation of new market stalls;
- Provision of new and bespoke street furniture;
- Relocation of a Grade 2 listed statue; and
- Delivery of the infrastructure for a highway lighting and building facade lighting scheme.
This construction project forms a crucial part of the wider regeneration of the Kingston Ancient Market
area. RBK is working in partnership with the Greater London Authority (GLA) to deliver significant improvements in Kingston town centre. The project is supported by the Mayor’s Outer London Fund which is helping to bring vibrancy and growth to high street places across London.
RBK will be using a two stage restricted tender process for this procurement exercise. Contractors are
invited to express an interest in the assignment by completing the RBK Supplier Questionnaire document which forms the pre-qualification questionnaire (PQQ) for this procurement exercise.
Based on our evaluation of the PQQs received, RBK will seek to invite six contractors to submit full tenders for the project. We expect to appoint the successful contractors in July 2013, with start on site during August 2013 and practical completion by 31 March 2014.

RBK is a member of the Contractors Health and Safety Scheme (CHAS) and it will be a requirement that contractors have been assessed and approved under this or an equivalent scheme. Submission of supplier questionnaires (SQ)
The completed questionnaire must be returned no later than 3 pm on Friday 15 March 2013.
