Senior Staff Pay and Expenses
The pay scales of senior staff are set and reviewed by a panel of councillors on advice from an independent specialist.. The pay scales are adjusted in accordance with any increase agreed by the relevant National Joint Councils and there has been no increase since April 2008.
Pay and Pension - Chief Executive
The pay scale for the Chief Executive post is £156,726 - £178,341 per annum. The national conditions of service are that the Chief Executive contributes 7.5% of his salary to the local government pension scheme.
In some years the Chief Executive also receives election expenses as Deputy Returning Officer when general, local or European elections occur but these are not a regular feature of pay. There is no performance related pay or bonus.
The Chief Executive receives no other form of income.
Information from other councils is that last year Chief Executives of London Boroughs received pay packages in the range of £163,000 to £241,000 per annum.
Pay and Pension - Other Senior Staff
The pay scales for other senior managers are as follows:
Directors (two pay bands)
(7 posts in total)
£118,896 to £135,108 per annum or
£86,472 to £107,778 per annum
Heads of Service (four pay bands)
(18 posts in total of which two have subsequently been deleted)
£54,045 to £64,851 per annum or
£64,851 to £75,666 per annum or
£75,666 to £86,472 per annum or
£86,472 to £97,278 per annum
The national conditions of service are that directors and senior managers contribute 7.5% of their salary to the local government pension scheme
Transparency requirements
Regulation 4 of the Accounts and Audit (Amendment No.2) (England) Regulations 2009 [SI 2009 No. 3322) introduced a legal requirement for reporting remuneration of senior employees to increase transparency and accountability in Local Government.

Please note that the Council is currently undergoing significant, planned change which is reflected in changes in service areas and in large movements of staff between service areas, so these figures must be interpreted in this context.
Expenses
Payment of expenses is normally limited to reimbursement of personal expenditure reasonably incurred whilst on the Council’s business.
