Traffic Management and details of the works
In 2008/9, the Council developed a strategy to improve Surbiton Town Centre. As part of the development of this strategy, the Council held a number of workshops which were attended by residents, businesses and other interested parties.
The strategy study considered many options for the Town Centre including possible changes to the traffic circulation. It was decided that restricting traffic movement in Victoria Road would have an unsatisfactory impact on other roads and so this was not approved. The short term schemes have been completed:
•St Mary’s Road Environmental Improvements.
•Raised table entry treatments at the junctions of:
•Cottage Grove at Brighton Road.
•St. Andrew’s Road at Victoria Road.
•Adelaide Road at St.Mark’s Hill.
•De-cluttering the area at the entrance to Waitrose car park.
The current financial situation will mean that the medium term project will be implemented in stages as money becomes available. The design of the whole project is being progressed to ensure the aims of the strategy are achieved. Consultation on the phase 2 proposals will begin in early 2012. The money for Stage One of the improvements was approved on 1 March 2011.
Medium Term Improvements Stage 1
Following public consultation improvements in phase 1 are being implemented from 18th July 2011. These include:
•Reconstruction of the carriageway of Victoria Road between the roundabout at the railway station and St Andrew’s Road. The need for these maintenance works was identified a number of years ago but it was decided to carry them out as part of the improvement scheme as a coordinated project.
•Widening of pavements and bus stop lengthening where possible to provide better quality space for pedestrians to walk and stand and better servicing to shops to keep traffic flowing
Medium Term Improvements Stage 2
•Widening of Brighton Road on the approach to the traffic signals at Balaclava Road.
•New street lighting as the existing columns need to be replaced.
•De-cluttering of the pavements including a review of street furniture.
•Additional street trees where possible
The medium term project aims to improve the environment for pedestrians including bus users whilst maintaining the free flow of traffic. Many businesses have to take deliveries from Victoria Road which can disrupt traffic. By working with businesses and providing space in the road for servicing at certain times the project aims to reduce disruption to traffic.
The long term project will aim to improve the station forecourt and provide a rear access road between the Victoria Road properties and the railway. The strategy envisages that these improvements will take about 5 years to develop. Workshops will be held in due course to develop the proposals.

•Parking layout in Victoria Road between St. Mary’s Road and Brighton Road.
•Crossing facilities at the roundabout by the station.
The following gives background information on the Surbiton Town Centre Improvement Strategy
The Council consulted on the changes that are proposed to take place between July 2011 and March 2012. The money for Stage One works was approved in March 2011 and the proposals include:
•Reconstruction of Victoria Road carriageway between the roundabout at the station and St Andrew’s Road including pavement widening.
•Changes to the parking layout and times of restriction/loading arrangements in Victoria Road between the station and St. Andrew’s Road.
•Widening of Brighton Road on the approach to the traffic signals at Balaclava Road (to be implemented at a later stage)
An Implementation Working Group meeting was held with residents and businesses on 10 February 2011 to discuss the changes that are proposed and the sequence of the implementation and further meetings took place on 26 May and 11 July (residents and businesses) and also with businesses on 5 May 2011.
The intention of this consultation was to ensure that all residents and business in the area, together with others who have an interest in the town, had the opportunity to see and comment on the proposals.
1. Reconstruction of Victoria Road carriageway between the roundabout at the station and St Andrew’s Road including pavement widening (see Plan B).
There are no proposed changes to the pavement on the side opposite the station in this section of Victoria Road. There are established trees in this pavement which will be retained and safeguarded during the works. The opportunity to widen the pavement is on the station side between the station exit and the Zebra crossing. The details of the changes are shown in Plan B.
This stage of the project will not install new slabs on the pavements or change the street lighting. The intention is to lower the level of the road when it is re-constructed so that the camber of the pavement can be reduced to a more acceptable gradient and the drainage can be improved.
The works are programmed to be carried out in July and August this year. The plan is to maintain traffic flow in one direction between St. Andrew’s Road and the station roundabout whist the work is carried out. The traffic circulation through the station forecourt will be maintained. The work will be carried out in sections so that areas for servicing can be provided in this length of Victoria Road. The traffic circulation during the works including the diversion route for buses will be published in June.
2. Changes to the parking layout and times of restriction/loading arrangements in Victoria Road between the station and the Sainsbury’s car park access road (see Plan B).
The bus stopping space is to be lengthened so that the buses can pull into and out of the stop easily to maintain traffic flow. Through altering the position of the bus stop, the length of yellow lines and the times of the restrictions, areas for legal loading and unloading up to 9am can be provided. The details of the changes are shown in plan B.
3. Widening of Brighton Road on the approach to the traffic signals at Balaclava Road as shown in plan C (to be implemented in phase 2)
Currently, the road narrows in this section which can restrict the free flow of traffic travelling towards Portsmouth Road when there are vehicles waiting to turn right into Maple Road. By a small narrowing of the pavement on the Balaclava Road side of the road, traffic congestion can be reduced.
A further consultation will be undertaken in early 2012 on the following project elements:
•New pavement surfacing material.
•Style of the new street lighting and furniture.
•Parking layout in Victoria Road between St. Mary’s Road and Brighton Road.
•Crossing facilities at the roundabout by the station.
