At its meeting in May 2009, the South of the Borough Neighbourhood Committee agreed to set up a Community Steering Group, the members of which are drawn from the local community.  The group's remit is to oversee the drafting of a Neighbourhood Community Plan and Neighbourhood Community Panel.  This work has continued over the last couple of years, and September will see the kick-off event for the beginning of work on the next Plan.

The Community Steering Group currently has up to 15 residents as its members and is chaired by the Chair or Vice Chair of the Neighbourhood Committee with support from officers of the Council.  The Steering Group Terms of Reference can be found here:

The first South of the Borough Neighbourhood Community Plan was approved by Committee on 15 December 2010 and has been developed year on year since then.  The current Plan can be found below, along with Plans from previous years.

The policies identified in the Plan are issues that have been highlighted in consultations carried out with the local community.  The draft Plan has also been shared with the Neighbourhood Community Panel.

The Council's overarching Community Plan, the Kingston Plan, identifies 10 key objectives essential to delivering the Council vision for Kingston.  The Neighbourhood Community Plan highlights how these strategic key objectives relate to the delivery of local priorities.

Each future Neighbourhood Committee Agenda will contain a Neighbourhood Community Plan Action Sheet, which will be used to monitor progress on the points raised as priorities in the Community Plan.

A Neighbourhood Community Panel has been established and currently has 30 members, who communicate via an easy to use 'googlegroup' website called 'South of the Borough Community Panel.'  The googlegroup is a private website which allows members to share and discuss any documents or issues put to them.

The Steering Group are looking to expand the Panel membership and anyone who lives, works or plays in the Neighbourhood can become a member.
