Notes

  • Cancellations – Once a ‘Licence to Film’ is granted, the film-maker is entitled to cancel the Agreement in writing 48 hours or more prior to filming. In such cases, the Production Company shall only be liable to pay the ‘Administration Fee’ (15% of the total fee).  Should cancellation take place with less then 48 hours notice, the film-maker shall pay 75% of the agreed fees.
  • Administration fee – covers officer time spent processing filming application forms and preparing filming licences. Also covers advice and information provided over the telephone.
  • Suspension of bays and meters – fee covers costs levied to the Council by the parking contractor.  This includes the preparation and erection of notices forewarning residents and road users of the suspension and placement of traffic cones around the suspended bays.   
  • Dispensation of yellow lines – A dispensation permit will be prepared, which must be collected from the Kingston Parking Shop and displayed on the dashboard of the vehicle.
  • Unit bases – fee includes parking attendant who will provide access to the car park (from 6.00am).  Attendant will also be on call throughout the day to assist in any issues that arise.
  • Students and charitable organisations – Kingston Council reserves the right to reduce or waive these charges for student film-makers and charitable organisations.
  • Public Highway – The Traffic Management Act 2004 directs Local Authorities to control all activities on the Public Highway to minimise congestion. The Council currently does not have any legislative authority to licence filming on the Public Highway.  Where applications to film include a request for use of the Public Highway, the Council will confirm whether or not it has any objections to the request. This does not constitute a licence or permission to film. Filming on ‘Strategic Roads’ from 1 August 2005 may require advance 30 days notification to Transport for London (TfL).
  • This tariff of charges is effective until 1 April 2009.
