Additional Consultation on Proposals Map

To reflect recent developments in the Town Centre, the Council proposed some minor changes to Secondary Frontages to update the Proposals Map that accompanied the K+20 Kingston Town Centre Area Action Plan Submission Version. The Council consulted on these proposed changes between the 12 September and 24 October 2007. Responses to the consultation can be found following the link below.

The proposed changes are additions to the Secondary Frontages in the town centre, in relation to “Policy K2: Shopping Frontages and Use of Floors above Shops”. The Council considers that such additions will not affect the validity of the Sustainability Appraisal, which assesses the social, economic and environmental impacts of the Area Action Plan, as they are minor amendments.

The full policy can be viewed in the Submission document while the relevant extract from the policy is as follows:

"Secondary Frontages: proposals for a change of use, including through redevelopment, from retail (Class A1) to financial and professional services (Class A2) or restaurants and cafes (Class A3) at ground floor level will be permitted, provided that the proposal would not result in a concentration of non-retail uses."

The Proposals Map has been amended and can be found following the link below. In summary, the proposed changes to the Proposals Map include the designation and addition of the following frontages as Secondary Frontages:

  • the frontage of Sainsbury’s, Sury Basin
  • the Rotunda frontages in Cromwell Road and Clarence Street
  • the Charter Quay Jerome Place and riverside frontages
  • the Gazebo PH riverside frontage
  • the frontages of the shop in St James’s Square on the corner of St James’s Road and Eden Street (former Cheltenham and Gloucester Building Society)
  • the extended Lidl store frontage on Fairfield West/Weston Park/Adams Walk
  • the rear of British Home Stores along Eden Street
  • Anstee House/TGI Fridays frontage, Wood Street
  • Wood Street frontage between Vicarage Road and Water Lane and Vicarage Road frontage

What happens next?

Representations received by the Council were considered by the Planning Inspector at the Examination of the plan along with all other representations received on the Submission document. Visit the Area Action Plan Examination page for more details.
