Informatives on Works and Consideration of Neighbours Members asked that the standard informatives to applicants to consider neighbours and not carry out works “in the early morning or late at night or at any time on Sundays of Bank Holidays”, stipulate specific timings. The Planning Officer advised the Sub Committee that informatives are not enforceable, only conditions are; the informatives are in place to encourage good relations between neighbours. However, any breach in noise pollution would be reported to the Council’s Environmental Health department and could be dealt with under the relevant legislation.The Planning Officer did however advise that the informative would be altered to be more specific. |

Report By The Interim Head of Planning Minutes: A Tree Preservation Order (TPO) was served to protect a group of Lime trees within 1 & 1a Brook Gardens which form the beginning of the avenue of Lime that bounds that side of Coombe Lane West and provide a major contribution to the character of the area alleged to be contributing to subsidence damage to an extension at 23 Coombe Lane West.
The Committee considered the objections received to the TPO, and officers’ responses to these objections.
RESOLVED that the Royal Borough of Kingston upon Thames Tree Preservation Order No.15 be confirmed without modification.

REPORT BY THE INTERIM HEAD OF PLANNING Minutes: The Sub-Committee was consulted on the erection of an extension to the existing Children's Centre prior to the consideration of the application by the Development Control Committee.
RESOLVED that the Development Control Committee be advised that the Sub Committee are in favour of the application.

Report By The Interim Head of Planning Minutes: A Tree Preservation Order (TPO) was served to protect a Beech tree within 18 Heatherdale Close in response to a notice of intended works to reduce the tree in a way which officers considered would affect the amenity value and good health of the tree.
The Committee considered the objections received to the TPO, that the tree partially overhangs and blocks sunlight to the garden of 4 Dutch Gardens, officers’ responses to these objections and a letter of support from the resident of 18 Heatherdale Close submitted as late material.
RESOLVED that the Royal Borough of Kingston upon Thames Tree Preservation Order No.17 be confirmed without modification.
