Petitions

Ellerton Road Area – Parking Restrictions

 

A petition was received from a Mr R Corry signed by 58 residents opposing the proposed parking restrictions in the vicinity of Ellerton road (Appendix C). The petition was considered during discussion of the item, and was passed to the Highways Officer.

Neighbourhood Manager's Report

NHS Kingston – Polyclinic Proposals

 

The NHS has advised that plans for the Surbiton Hospital redevelopment are progressing. The Planning so far has been based on an assessment of local health needs and the project continues to be a key priority for NHS Kingston.

 

NHS Kingston is working with GPs, health practitioners, senior health officials and the local community to take the development forward, ensuring that it is in line with the new vision for the NHS. 

 

It is anticipated that a public consultation will commence in July, although the details have yet to be confirmed.

Kingston University

 

Kingston University are circulating a Newsletter to residents in the vicinity of Clayhill Hostel and will be holding an ‘Open Meeting’, which is intended to be held on a regular basis, on Tuesday, 22nd June at 6.30 p.m. at the University in Penrhyn Road.

Grand Avenue School Primary School: Proposed Expansion

 

The Council has set up a Working Group to consider local traffic and access issues in the area immediately surrounding Grand Avenue Primary School. RESOLVED that the minutes of the meeting held on 26 May 2010 be confirmed as a correct record subject to the following amendments –

Amendment (Item 3b):

Councillor Malcolm Self declared a prejudicial interest for the planning application on land at the rear of 32-40 The Ridings (10/16002). He is a friend of the objector and not the applicant as stated.

Neighbourhood Grants 2010/11 pdf icon PDF 86 KB

Minutes:

The Neighbourhood Committees can award grants of up to £750 towards the costs of projects or activities run by voluntary organisations in their area. Subject to certain criteria, the Committee can decide to award grant aid where an activity is of direct benefit to the residents of the Neighbourhood in terms of social welfare, sports, art, play and leisure activities, youth provision or environmental improvement.

 

The grant application from the Landirani Trust was withdrawn on this occasion.

 

RESOLVED that the grants be awarded as follows:

 

1).            Surbiton Community Church                                    £449

 

2).            Connaught Opera                                                     £570

 

3).            Churches Together In Surbiton                              £350

 

4).            Surbiton Festival                                                     £500

 

5).            Fircroft Trust                                                              £745

 

 

REASON FOR DECISION

To assist the voluntary organisations to carry out their activities in the Neighbourhood.

Pine Gardens - Objections to the Traffic Management Order pdf icon PDF 72 KB

An objection was received to the Traffic Management Order which proposes to introduce double yellow lines in Pine Gardens, at the junction at the end of the cul de sac section of Pine Gardens. 

 

RESOLVED that the objections to the waiting restrictions be set aside.

 

REASON FOR DECISION

 

To progress waiting restrictions in Pine Gardens which will ensure highway safety is maintained close to Christ Church Primary School.

Ellerton Road Area - Objections to the Traffic Management Order pdf icon PDF 75 KB

Objections have been received to the Traffic Management Order (TMO) which proposes to introduce double yellow lines in Ellerton Road close to its junction with Ditton Road and at its junction with Dennan Road. The TMO also proposes to introduce double yellow lines in Bond Road at the junctions with Tolworth Park Road and Thornhill Road. The basis of the objections are that they will cause displaced parking in an area where parking is already difficult and it is felt that the restrictions are not needed in some of the locations 

 

RESOLVED that a decision on proceeding with the Traffic Management Order be deferred pending further consultation and a further report be made to Committee later in the year.

 

REASON FOR DECISION

 

To obtain further information on the traffic proposals.

Short Frontage Designation – 195 Douglas Road pdf icon PDF 74 KB

The Council’s policy for the provision of off-street parking, and the subsequent construction of vehicle crossings, specifies that ‘Short Frontage’ is when the depth of the proposed off-street parking space does not meet the accepted standard of 4.57m. Applications for this type of vehicle crossing are to be rejected; however, the Neighbourhood Committee can consider the history and relevant circumstances of a particular case and designate an individual property, a row of properties or a whole street as being suitable for short frontage parking. Once designated, the application for a property would proceed in the normal way subject to a ‘short frontage agreement’ and other provisions of the policy.

 

A request has been received for short frontage parking at 195 Douglas Road, for short frontage parking to be designated.

 

RESOLVED that 195 Douglas Road be designated to permit short frontage parking.

 

REASON FOR DECISION

 

To decide the application for short frontage parking.
