- Do you live on a classified road (see link at bottom of page)?
If yes, then you will need to submit a planning application. Do not proceed with this application.
- Do you live in a multi-dwelling property (e.g. Flat, maisonette)?
If yes, then you will need to submit a planning application. Do not proceed with this application.
- To assist in reducing the amount of surface water (rain) being discharged into the sewer network and thus reduce flood risks for the future, you will need to drain your hard-standing in a sustainable way.
The hard-standing will need to be drained into the surround ground, by sloping away from the highway and/or into a soak-away pit. Direct discharge onto the highway will not be permitted.
- Do you think you can’t build your hard-standing without draining it directly onto the public highway or into your piped drainage system?
If yes, then you will need to submit a planning application. Do not proceed with this application.
- Is or was the property owned by the Council?
If yes, then you will need to obtain permission to park a vehicle within the property from your Area Housing Manager. Do not proceed with this application.
- Does the crossing position conflict with a designated parking bay?
If yes, then the relevant Traffic Management Order will need to be amended. There will be an additional cost for this as well as the removal/relocation of any post(s), sign(s) and road markings. Please contact Parking Controls (telephone 020 8547 5929 or email environment@rbk.kingston.gov.uk). Do not proceed with this application until clarification has been sought.
- Will a lamp column need to be moved?
If yes, the additional cost will be approximately £600.
- Will a sign and/or post need to be moved? (see also 6 above)
If yes, the additional cost will be approximately £130 per post.
- Is there a Cable TV inspection cover within the proposed crossing area?
If yes, this will need to be strengthened by Virgin Media who are currently charging about £1100.
- Does a gully grating or cover form part of the kerb?
If yes, then this will need to be converted into a channel gully to allow the kerb to be lowered. The additional cost will be approximately £900.
- Is there a street tree or its roots in the way?
If yes, this will need to be inspected by the Council’s Arboricultural Officer. If he considers the tree can be removed the following costs will apply to remove it and plant replacements (please see information notes):-
- Young = £ 75
- Small = £760
- Medium = £1,200
- Large = £1,680.
- What if my garden is too small for a standard parking space?
If you are not able to provide a parking space 4.57 metres (15 ft) or more in length your application will be refused. With the exception of the Kingston Town Centre Neighbourhood, your Neighbourhood Committee might consider, under certain circumstances, allowing “short frontage parking”. There is no guarantee, however, that an application to the Neighbourhood Committee will be successful.

The above table is only a guide to the possible cost of a crossing. The actual cost will depend upon a number of factors and the existing highway construction.
PLEASE NOTE: If you require Planning Permission and/or other permissions, prior to applying for a crossing to be constructed, it is recommended that you apply for the other permission first and do not submit your vehicle crossing application and pay the fee.
