This Working Group has been set up to look at the travel implications of the new school, Castle Hill Primary School, in Buckland Road.
The Group is made up of residents and businesses from Buckland Road, Mount Road, Moor Lane and North Parade, Ward Councillors (Cllr Mary Reid, Cllr Patricia Bamford), Castle Hill Primary School representatives (including representatives from Moor Lane Work Place Nursery) and Council Officers.

The first Working Group meeting was held on Wednesday 28 November 2007. All the documents that were considered at this meeting are shown below.
The Issues Matrix shows all the issues that the Working Group identified and discussed at the meeting, it also outlines possible solutions and outcomes.
The Meeting Notes details the discussions that took place. The Working Group agreed that the decision as to whether a pedestrian access will be constructed in Mount Road will influence what traffic issues and solutions are progressed. The Working Group agreed to delay any public consultation until School Governors make their decision early in the New Year. In the meantime Officers will carry out feasibility work on proposed schemes identified by the Group (as shown in the Issues Matrix).
The second meeting was held on Tuesday 26 Feburary 2008. At this meeting the Working Group commented on the draft proposals and agreed the Committee report before it is considered by the Neighbourhood Committee.
The South of the Borough Neighbourhood Committee considered and approved the recommendations of the Working Group at their Committee meeting on Tuesday 18 March 2008. See below for a link to the Committee report.
The next stage of the scheme is consultation with the wider community. This is anticapted to take place in May/June 2008.
If the results of the consultation are positive the schemes will be constructed in the school summer holidays in July/August 2008.
The School Travel Plan was formally approved 31 March 2008. See below for a copy of the document.
The process included the Junior Road Safety Officers writing to all parents asking about how to improve their journeys and whether operating from the single site would change their travel habits - unfortunately there was a very low response rate.
It is important that the action plan is now implemented, including staff car parking strategy, temporary cycle storage and termly "Walk to School" events.
The Working Group and Committee would like to hear your views on the scheme, nothing will be done until the results of the consultation are known and residents support the scheme. The scheme is split into four elements as shown on the consultation plan, below.
1. Zebra crossing in Buckland Road outside the school pedestrian access
The building of a zebra crossing on the existing raised table outside the school pedestrian access will provide a safer crossing point.
2. Widening of the footway outside 26/28 Buckland Road
By widening the footway to three metres outside 26/28 Buckland Road this will improve access and safety along this section of the footway. This was done on the other side of the road many years ago.
3. Extension of the parking bay outside 2 and 4 Buckland Road
The extension of the existing parking bay will maximise safe parking along this section of Buckland Road. This will include shortening the yellow line at this location.
4. Extension of the double yellow line at the junction of Moor Lane and Buckland Road
By changing the existing single yellow line to double yellow line beside 97 Moor Lane to the start of the parking bay at 2 Buckland Road, this will make sure that safety at the entrance to Buckland Road is maintained. A short length of double yellow line is to be put in across the existing driveway at 4 Buckland Road so that parking will not block the access.
The Working Group, Co-Chairs of the Neighbourhood Committee and your Ward Councillors will consider the results of the consultation. If residents who respond to the consultation support the proposed scheme, it will be built in the school summer holidays.

Although the response to the consultation was low, households that did return the questionnaire were in favour of the scheme. Thank you to those that took the time to return the questionnaire. The Local Councillors that represent your area have considered the results and decided to build the scheme.
Construction will start on Monday 11 August 2008.
