Street Parties

Information about street parties, fetes and other events being held on the highway

There is now one form to fill in when organising a street party or summer fete. This new approach follows a cross-Government agreement between Communities and Local Government, the Department for Transport, Department of Culture Media & Sport, as well as local Government and community groups such as the Big Lunch and Streets Alive.

Can I have a street party or fete?

Yes, but remember that it should:

  • Be for the street residents, their families and friends only
  • Provide publicity only to residents
  • Not normally involve licences if music is incidental and no selling is involved
  • Not need a formal risk assessment
  • Be self -organised
  • Follow the guidelines given below...

Guidelines for operating an event on the highway

  • You must inform the Metropolitan Police and the local Fire Brigade of the event and they should have no objections
  • You must inform all residents on the road of the event
  • You must allow residents and emergency services access to the road
  • Do not block the road with anything that cannot be removed quickly
  • Bunting across the road should be at least three metres high
  • There must be adult supervision at all times when using bouncy castles and other play equipment
  • The area of the party must be solely confined to the closed section of the road
  • A pathway marked out by cones must remain on the closed section of the road for pedestrians and cyclists
  • Any obstructions on the highway must be adequately illuminated and coned off after dark
  • Adequate signing and coning must be used to close the road
  • There must be no overspill of parking into adjacent streets, nor multiple parking.
  • Keep noise level to a minimum, especially during the late evening.
  • Music should finish at midnight and residents in surrounding streets who may be affected by the music should be notified
  • The area must be left in a clean and tidy condition after the event
  • Bonfires, barbeques and mobile cookers are not allowed within the event area
  • Fixed tents and marquees are not allowed

Public Liability Insurance

The Royal Borough of Kingston upon Thames will not be held responsible for any damage to property or injury to any person arising in connection with the street party or other event.  

The organiser must arrange Public Liability Insurance providing an indemnity of at least £5 million for any accident indemnifying the Royal Borough of Kingston Upon Thames against any liability. loss, costs, expenses, claims or proceedings whatsoever arising in respect of:

  • any loss or damage to property (whether real or personal), or
  • any injury to any person, including injury resulting in death

in consequence of or in any way arising out of the holding of a street party, except in so far as such loss, damage or injury shall be due to the negligence of the Royal Borough of Kingston upon Thames, its employees or agents.

A copy of the insurance indemnity must be sent to the Council before the event takes place. The Council will object to any party without the receipt of this insurance policy. (Please note that insurance is usually more expensive if you have fireworks).
