Casualty Report

In March 2000, the Government set new casualty reduction targets for 2010 as part of the national road safety strategy.  These targets were successfully achieved in London by 2004, apart from those relating to powered two wheelers. Therefore, in March 2006 the mayor for London announced new targets to be achieved by 2010.
These targets are:

  • a 50% reduction in the number of people killed or seriously injured
  • a 50% reduction in the number of cyclists and pedestrians killed or seriously injured
  • a 40% reduction in the number of powered two wheeler users killed or seriously injured (unchanged)
  • a 60% reduction in the number of children killed or seriously injured
  • a 25% reduction in the slight casualty rate, expressed as a number of people slightly injured per 100 million vehicle kilometres

These targets are to be monitored against a five-year base 1994 - 1998.  In the London Road Safety Plan, the Mayor for London has adopted the national casualty targets and proposes that the 40% reduction target is also applied to pedestrians, cyclists and powered two wheelers separately to ensure that attention is focused on these groups.  This is consistent with the Mayor's Strategy to promote walking and cycling and the introduction of congestion charging.  This is important because a significant number of accidents involving cyclists and other road users are not reported.
