Traffic Management Orders

What is a Traffic Management Order (TMO) ?

A Traffic Management Order (TMO) is the legal procedure by which all Councils have to comply with to effect new or amendments to traffic management and parking schemes, emergency road closures or temporary restrictions within their borough boundaries.

TMO's provide the means by which consultation is carried out with statutory consultees e.g. Fire Brigade, Police and Transport associations as well as the general public. A draft order detailing the scheme is sent to the statutory consultees and an advertisement is placed in the London Gazette and the Surrey Comet. We also place notices on street lighting columns in the roads affected by the proposals. Following publication of the advertisement there is a period of 21 days in which anybody can make an objection or representation against the published proposals. Details of how to make an objection or representation is given in the advertisement. If there are no objections then the Council will 'make' (i.e. confirm) the order and place another advertisement in the local paper and implement the changes.
