Parking Ticket (Penalty Charge Notice) Codes

From 1 July 2007 differential parking penalties, depending upon the severity of the contravention were introduced. Some less serious contraventions now attract a lower rate of penalty (£60), whilst others considered more serious are now penalised at a higher rate of £100. The 50% discount will remain for both types of contraventions. These rates apply within the Royal Borough of Kingston upon Thames but may differ in other London boroughs.

Listed below are the Codes which appear on Penalty Charge Notices, along with their accompanying explanations and at what rate they will be charged. Certain codes may also contain suffixes which give further information on the contravention. In addition to the introduction of differential parking penalties, other penalty charges were also increased from this date as follows:-

Contravention of Bus Lane regulations - £120
Moving traffic contraventions (e.g. box junctions) - £120
Driver contravention of London Lorry Control Scheme (Night Time) - £120
Operator contravening the London Lorry Control Scheme - £550

09	Lower	Parked displaying multiple pay & display tickets where prohibited
11	Lower	Parked without payment of the parking charge
		Permit Parking Bays
12	Higher	Parked in a residents or shared use bay without clearly displaying either a permit or pay & display ticket issued for that place
15	Lower	Parked in a resident's bay without displaying a valid residents parking permit
16	Higher	Parked in a permit bay without displaying a valid parking permit
19	Lower	Parked in a residents or shared use bay displaying an invalid permit or an invalid pay & display ticket

20	Higher	Parked in a loading gap marked by a yellow line
21	Higher	Parked in a suspended bay or part of a bay
22	Lower	Re-parked in the same parking place within the non return time specified
23	Higher	Parked in a parking place not designated for the class of vehicle
24	Lower	Not parked correctly within the markings of the bay
25	Higher	Parked in a loading place during restricted hours without loading
		Double Parking
26	Higher	Vehicle parked more than 50cm from the kerb and not within a designated parking place
27	Higher	Parked adjacent to a dropped footway
		Free Parking
30	Lower	Parked in a free parking bay for longer than the maximum period
		Other Bays
40	Higher	Parked in a designated disabled person's parking bay without clearly displaying a valid disabled person's parking badge
45	Higher	Parked in a taxi rank
		Bus Lanes/Moving Traffic
34	See above	Vehicle seen contravening bus lane regulations
		Other contraventions
46	Higher	Stopped where prohibited (red route or clearway)
47	Higher	Stopped on a restricted bus stop/stand
48	Higher	Stopped on a restricted area outside a school during the times indicated
49	Higher	Parked wholly or partly on a cycle track
55	Higher	A commercial vehicle parked in a restricted street in contravention of the Overnight Waiting Ban
56	Higher	Parked in contravention of a commercial vehicle waiting restriction
61	Higher	A heavy commercial vehicle wholly or partly parked on a footway, verge or land between two carriageways
62	Higher	Parked with one or more wheels on any part of an urban road other than a carriageway (footway parking)
63	Lower	Parked with engine running where prohibited
99	Higher	Parked on or within the confines of a pedestrian crossing
		Off-street car parks
73	Lower	Parked without payment of the parking charge
74	Higher	Using a vehicle in a parking place in connection with the sale or offering or exposing for sale of goods when prohibited
80	Lower	Parked for longer than the maximum period permitted
81	Higher	Parked in a restricted area in a car park
82	Lower	Parked after the expiry of paid for time
83	Lower	Parked in a car park without clearly displaying a valid pay & display ticket
84	Lower	Parked with addtional payment made to extend the stay beyond time first purchased
85	Higher	Parked in a permit bay without clearly displaying a valid permit
86	Lower	Parked beyond the bay markings
87	Higher	Parked in a disabled person's parking space without clearly displaying a valid disabled person's badge
89	Higher	Vehicle parked exceeds maximum weight and/or height and/or length permitted in the area
90	Lower	Re-parked within the non-return time on leaving a bay or space in a car park
91	Higher	Parked in a car park or area not designated for that class of vehicle
92	Higher	Parked causing an obstruction
93	Lower	Parked in car park when closed
95	Lower	Parked in a parking place for a purpose other than the designated purpose for the parking place
