Parking Ticket (Penalty Charge Notice) Codes

From 1 July 2007 differential parking penalties depending upon the severity of the contravention were introduced. Some less serious contraventions attract a lower rate of penalty whilst others considered more serious are penalised at a higher rate. The 50% discount exists for both types of contraventions.

Listed below are the Codes which appear on Penalty Charge Notices, along with their accompanying explanations and the rate charged. Certain codes may also contain suffixes which give further information on the contravention.

06	Lower	Paid For Bays Parked without payment of the initial charge or without clearly displaying a valid ticket or voucher
07	Lower	Paid For Bays Parked with additional payment made to extend the stay beyond expiry of the time initially purchased (meter feeding)
08	Lower	Paid For Bays Parked in an out of order meter bay during controlled hours
09	Lower	Paid For Bays Parked displaying multiple pay & display tickets where prohibited
11	Lower	Paid For Bays Parked without payment of the parking charge
12	Higher	Permit Parking Bays Parked in a residents or shared use bay without clearly displaying either a permit or pay & display ticket issued for that place
16	Higher	Permit Parking Bays Parked in a permit bay without displaying a valid parking permit
19	Lower	Permit Parking Bays Parked in a residents or shared use bay displaying an invalid permit or an invalid pay & display ticket
20	Higher	All Parking Bays Parked in a loading gap marked by a yellow line
21	Higher	All Parking Bays Parked in a suspended bay or part of a bay
22	Lower	All Parking Bays Re-parked in the same parking place within the non return time specified
23	Higher	All Parking Bays Parked in a parking place not designated for the class of vehicle
24	Lower	All Parking Bays Not parked correctly within the markings of the bay
25	Higher	All Parking Bays Parked in a loading place during restricted hours without loading
26	Higher	Double Parking Vehicle parked more than 50cm from the kerb and not within a designated parking place
27	Higher	Double Parking Parked adjacent to a dropped footway
30	Lower	Free Parking Parked in a free parking bay for longer than the maximum period
40	Higher	Other Bays Parked in a designated disabled person's parking bay without clearly displaying a valid disabled person's parking badge
45	Higher	Other Bays Parked in a taxi rank
34	See above	Bus Lanes/Moving Traffic Vehicle seen contravening bus lane regulations
46	Higher	Other contraventions Stopped where prohibited (red route or clearway)

63	Lower	Other contraventions Parked with engine running where prohibited
99	Higher	Other contraventions Parked on or within the confines of a pedestrian crossing
73	Lower	Off-street car parks Parked without payment of the parking charge
74	Higher	Off-street car parks Using a vehicle in a parking place in connection with the sale or offering or exposing for sale of goods when prohibited
80	Lower	Off-street car parks Parked for longer than the maximum period permitted
81	Higher	Off-street car parks Parked in a restricted area in a car park
82	Lower	Off-street car parks Parked after the expiry of paid for time
83	Lower	Off-street car parks Parked in a car park without clearly displaying a valid pay & display ticket
