If you live within a Controlled Parking Zone (CPZ), you may be entitled to purchase a Resident Parking Permit for your vehicle(s) which will entitle you to park within that zone. A Resident, who keeps and uses a vehicle, may only apply for one permit for one vehicle, however, there is no limit to the number of permits issued to a residence. Permits are available for 3, 6 or 12 months and currently cost £20, £35 and £60 respectively.
A valid permit must be clearly displayed on the windscreen of the vehicle to which the permit applies. Plastic holders will be given to you to fix your permit to the windscreen.
The vehicle must not be more than 5.25 metres in length, higher than 2.28 metres nor constructed or adapted to take more than 12 passengers (exclusive of the driver). In all cases the width of the vehicle when parked must be no wider than the parking place. Generally, parking bays have a minimum width of 1.8 metres but can be extended to 2.7 metres where space is available.
The permit is not transferable. If you change your vehicle during the period of the permit, the permit will be changed, free of charge, provided you do not change vehicles more than twice in any one year, If you change your vehicle more than twice in one year, lose or damage your permit you will be charged an administration fee of £7 to replace it.
If you no longer live within the CPZ, by surrendering a valid permit you will get a refund of £4 for each complete unused month left on the permit up to it’s expiry date. If you move to another area of the borough which also has a CPZ then we will issue you with a replacement permit for the new zone up to the expiry date of the old one.

Resident’s living within a CPZ may purchase ‘scratch-off’ Resident’s Visitor Permits which can then be used for their visitors or tradesmen when they need to park on street. You are not required to have a Resident Parking Permit to purchase Resident’s Visitor Permits.
To use these permits, you or your visitor must scratch-off the day, date, month and either morning, midday (certain zones only*), afternoon or evening (Zone A/A1 and part of Zone B) period on the permit. The permit must be clearly displayed in either the nearside front window or dashboard of the visitors car.
(*) The midday period applies to areas of Zones B (Canbury), N (Norbiton), and R (Riverside), which have certain roads which are only controlled from 10am to either 3pm or 4pm. If you use a visitor permit in these zones for the midday period you can only use it within the roads of that zone that have the shorter hours of control. Please check the times of control on the signs placed within the parking bays.
Each scratch-off permit allows for half a days parking. A half-day is defined as either the morning, afternoon or evening period, a complete midday period (see above) or between 11am and 5pm on Sundays (Zone B only).
For example, If you want to park a vehicle all day in a zone that operates from 8.30am until 6.30pm then two permits must be used, one for the morning period and one for the afternoon period.
Permits are sold in books of 10 permits and are limited to a maximum of 10 books per year per household.
At present each book of scratch-off permits costs £10 which gives 10 half days or 5 full days parking. Refunds of £4 will be given for any unused complete books of permits.
