Parking Bays

There are different types of parking bays located throughout the Borough. They can be found not only in Controlled Parking Zones but also in other areas where there is a requirement for certain parking restrictions or provisions.

Residents' Permit Parking Bayssignage "Resident permit holders only - Mon-Sat"

These bays are reserved for permanent residents who hold a valid residents’ parking permit or for their visitors who display a valid visitors’ permit.
Business permit holders or business visitor permit holders are NOT allowed to park in these bays.
Disabled persons blue badge holders and solo motor cycles may also use these bays to park free of charge provided the bay has not been suspended.
The days and hours that restrictions apply are shown on the controlled zone entry signs or on the nearby sign plates.


Permit Holders’ Bayspermit bay

These bays are reserved for holders of valid residents’ parking permits, residents'  visitors permits, business parking permits or business visitor permits.


Disabled persons blue badge holders and solo motor cycles may also use these bays to park free of charge provided the bay has not been suspended.


The days and hours that the restrictions apply are shown on the zone entry signs or the nearby sign plates.


Note - Business permit holders do not have specific bays. Business permit holders may park in any designated permit parking bay, or shared use bay but not in bays which have been designated as a resident bay (see above).


Business permits are only available to a business located within a controlled zone which has this facility. Business parking permits are not available within the Kingston Town Centre controlled parking zone.

Kingston Council recognises that people with disabilities who live, work, or visit the borough may need to park close to their home or other location.


The Council provides special parking bays throughout the Borough particularly within the Town Centre and local shopping areas for the exclusive use of holders of the disabled persons permit (blue) badge.


Bays are not normally provided within residential parts of a Controlled Parking Zone as a disabled persons badge holder is free to use any permit bay within the zone. Disabled motorists or their carers must display their blue disabled persons badge when using these bays.


Unless there is a specified time of control or days of control on the bay sign plate then the bay is controlled on a 24 hour, 7 days a week basis.


Any disabled persons parking bay that was provided for an individual following an application may be used by any vehicle displaying a valid blue badge and is not for the exclusive use of the original applicant. There are strict criteria which have to be observed before a bay can be provided.

Meter BaysParking meter

Meters are provided for individual parking bays where there is insufficient space to put a Pay & Display machine or where the number of bays does not warrant the additional expenditure of a Pay & Display machine.


Time required must be purchased on arrival when parking in a meter bay during controlled hours. You may use any free credit remaining on the meter but any additional time required must be paid for immediately on parking.


Meters accept only 20 pence, 50 pence or £1 coins. The days and hours that the restrictions apply are shown on the meter and the instruction plate shows the maximum stay permitted, normally 2 or 4 hours, the cost of parking time and the other conditions of use. If a meter is showing out of order, then the motorists may park free of charge but must still observe the maximum stay and minimum return periods.


Disabled Person's Blue Badge holders may park free of charge and without time limit in meter bays. Solo motor cycles must pay the appropriate fee and observe the maximum stay and minimum return times.

Pay and Display BaysPay and Display Machine

These bays provide either 2, 4, 6, 10 hour or unlimited parking periods for motorists visiting a controlled parking zone. When parking in a pay and display bay during controlled hours, a ticket for all the time required must be purchased on arrival from the machine and the pay and display ticket clearly displayed in the vehicle windscreen.


Pay & Display machines accept 5p, 10p, 20p, 50p, £1 and £2 coins. The days and hours that restrictions apply are shown on the nearby sign plates and on the instruction plate on the machine itself. This instruction plate also shows the maximum stay and minimum return times permitted, the cost of the parking time and other conditions of use.


Disabled persons blue badge holders are allowed free and unlimited parking time. Solo Motor cycles must pay the appropriate fee and are subject to the restrictions.

Shared Use Parking Baysshared use sign

These bays are for use by holders of valid Residents, Resident Visitors, Business or Business Visitor (if permitted) permits and also for motorists who pay for and display a valid Pay and Display ticket in their vehicle. The days and hours that restrictions apply are shown on the associated Pay & Display machine and on the nearby sign plates.

Disabled persons blue badge holders and solo motor cycles are allowed free and unlimited parking time.

Car Club Bayscarclub

These bays are restricted to use by vehicles operated by a Council recognised Car Club organisation for 24 hours a day, 7 days a week throughout the year.. They are only available for use by vehicles which display a car club permit and are liveried for the car club scheme. Resident Permit Holders and their visitors, Business Permit Holders and their visitors or Disabled Persons (Blue Badge) holders are NOT allowed to use these bays.

Dual Usage Parking Bays

These bays change their function at specified times of the day e.g. Loading Bay during the day and a Taxi Bay at other times. The class of vehicle allowed to use the bay and the days and hours that controls apply are shown on the adjacent sign plates.

Free Parking Baysfree bay sign

These bays are for short stay parking and are usually found close to local shopping areas. The maximum stay time and the minimum return time are indicated on the adjacent signs. Solo motor cycles are subject to the restrictions. Disabled person's blue bagde holders are not subject to any time restriction.

Coach Bayscoachsign

There are two different types of Coach parking bays. The majority of these are Coach Stops which allow Buses or Coaches to set down or pick up passengers. These bays are free of charge but some have a maximum stay period.

The other type of bay is a Coach Stand where coaches may park for long stay periods. Charges apply at Coach Stands and the permitted hours, maximum stay times and charges are indicated on the nearby sign plates and on the adjacent pay & display machine.

  • Birkenhead Avenue, Kingston (2 bays - £1.20 per hour)
    Available 24 hours (Charges apply between 8.30am and 10.30pm Monday to Saturday and between 11am and 10.30pm Sunday)
    Maximum stay 10 hours. No return within 2 hours
  • Down Hall Road, Kingston (2 bays - £2 per hour)
    Available 24 hours (Charges apply between 8.30am and 10.30pm Monday to Saturday and between 11am and 10.30 Sunday
    Maximum stay 10 hours. No return within 2 hours.
    Note - a height restriction of 12'6'' (3.8m) applies to Down Hall Road

    Maximum stay 1 hour - No return within 2 hours.
  • Thameside, Kingston (for Turks Pier) (1 bay – No charge)

New Malden

  • Cocks Crescent, New Malden (5 bays – No charge)
    between 0800 and 2200 - Monday to Saturday
    No maximum stay - No return within 1 hour - Overnight parking permitted within bays.

Surbiton

  • Lamberts Road, Surbiton (Hollyfield School) (1 bay - No charge)
    between 0830 and 1830 - Monday to Friday
    Maximum stay 20 minutes - No return with 1 hour

Solo Motorcycle BaysMotorcycle bay sign

Within the Kingston and Surbiton town centres Controlled Parking Zones there are bays that are reserved for solo motor cycles only which allow them free unlimited parking. In addition, in other Controlled Parking zones, solo motorcycles may park free of charge and without time limit in any of the Permit Bays or Shared-Use Bays.

In Pay & Display or meter bays they must pay the appropriate charge and are subject to the time limits that apply.

Doctors’ Parking Bays

These bays are reserved for holders of valid Doctors’ permits only. Doctors’ bays are individually numbered and can only be used by doctors who hold the corresponding permit. Restrictions normally apply to doctors’ bays from 8.00 am to 8.00 pm Monday to Saturday unless the sign plates say otherwise. Application forms for Doctor’s bays can be obtained from the Parking Schemes section by emailing parking.schemes@rbk.kingston.gov.uk

Loading Bays loading bay

These bays are generally reserved for large commercial vehicles that are actively engaged in loading or unloading. The days and hours that restrictions apply are shown on the adjacent sign plates. Generally loading bays are available between the hours of 7am to 7pm, with a maximum stay period of 30 minutes.
