Scaffolding on the Highway

Advice and Guidance

  • If you wish to place Scaffolding on the road, footway or verge outside of your property you will have to have a licence.
  • If a scaffold overhangs a highway you will also have to apply for a licence
  • We can issue a licence to your Scaffolding Company to erect scaffolding on a highway.  
  • Your scaffolding company will have to supply us with evidence that they have Public Liability Insurance for £6million.
  • The Scaffold Company will be responsible for any damage to the fabric of the highway caused by the scaffold.
  • It is a serious offence to erect a scaffold on the highway without permission/ licence. In this instance we will apply to a Magistrates Court for a removal order if a scaffold has been placed on a highway without permission.
  • You will are responsible for the actions of your contractors, To ensure that your contractor has applied for a licence ask for a copy of the licence or the licence number
  • Check the conditions on the application form to ensure that your contractor has complied to all points.

  • Alternatively, please visit the Reception in Guildhall 2 between the hours of  9am to 4pm Monday to Friday.

3. Your licence

  • We aim to process an application within three working days. Once we have received your completed application and a cheque for the fee and refundable deposit we will process your application and post the licence to you.

Charges for Considering an Application for Erecting a scaffold/Tower/Platform/Gantry on the Highway

1.A charge of £180 will be made to consider an application for erecting a scaffold/tower/gantry on or above the highway. If the application is successful, the licence will be valid for the remainder of that month This charge covers,

  • Administrations, site meeting, considering application, and banking. If the application is successful a licence will be valid for the remainder of that month.
  • A charge of £120 will be made for every additional month that the scaffold/tower/gantry is required.
  • The minimum refundable deposit for a one-month period is £300; this will increase by £100 for each month that the scaffold/tower/gantry is required.
  • On completion of works the licensing officer will inspect the site. If damage has occurred to the footway or carriageway as a result of the works an estimate will be sent to the contractor and the full amount shall be deducted from the deposit including any additional costs for administration.
  • All deposits must be reclaimed within one year of completion. Deposits will not be returned after this date.
  • Refunds can not be given, if you under-estimate the time period then you are responsible for informing the licensing officer and making an application for an extension of the licence. Extensions will be charged at £120 for every additional month, as stated above.

Fee Example £180 first month

Two Months = £300.00

Third Month = £420.00

Fourth Month = £540.00

Deposit Example £300 first month

Second Month = £400

Third Month    = £500 and so on.
