Terms and Conditions for placing a Hoarding / Temporary structure on the Highway.
Highway Act 1980 Section 172 & 173
- There must be a minimum width/access of 1. 2 metres between the hoarding and kerb line for pedestrians.
- If the footway is too narrow to accommodate the above the hoarding must be erected on the kerb line, a temporary walkway with handrail must be constructed. The rails must be painted red & white & lit during the hours of darkness. If the above situation occurs you must contact the licensing officer.
- All hoarding must be lit at each end and every 4m thereafter.
- All hoarding must be painted white with red and white reflective adhesive tape on corners. No advertising will be allowed unless you have permission from the local Highway Authority. If advertising is required the local Highway Authority must grant permission in the first instance before application is made to the Planning Authority.
- Unless permission is granted by the Highway Authority you will be required to paint the hoarding white. Reflective tape will be required at corners.
- All hoarding must have a courtesy board fixed securely to the hoarding. The name of an emergency contact and telephone number must be on the board.
- Health & Safety signs and notices may be fixed to the hoarding.
- All access openings must open onto the site.
- Where a hoarding is placed outside a shop or retail premises it must be roofed.
- Statuary undertaker’s apparatus must not be obstructed.
- .All work must be carried out behind the hoarding.
- Hoardings must be securely erected. ( Section 173 Highways Act 1980)
- All materials must be stored behind the hoarding
- If any condition are contravened the licensing authority may withdraw the licence and prosecute the applicant.
- You must comply with any instruction issued to you by the licensing authority.
- Deposits must be reclaimed within one year of completion. After this date deposits can not be refunded.
- If in doubt please contact the Licensing & Enforcement officer immediately.
- We will hold deposits if damage is done to the highway.
- Graffiti must be removed from hoarding within 24 hrs.
- Fly-posting on hoarding must be reported to the licensing officer immediately
- A copy of this licence must be displayed on the hoarding.
Charges
Charges for Considering an Application for Placing a Hoarding on the Highway
1.A charge of £140 will be made to consider an application for placing a hoarding on the highway. This charge covers,
·Administration, sending out and receiving application forms, site meetings, considering application, and banking. The costs cover £65 for administration and £75 for site meeting and consideration of application. If the application is successful a licence will be valid for the remainder of that month.
· A charge of £100 will be made for every additional month that the hoarding is required.
·The minimum refundable deposit for the first month is £300, this will increase by £100 for each month that the hoarding is required.
·On completion of works the licensing officer will inspect the site. If damage has occurred to the footway or carriageway as a result of the works an estimate will be sent to the contractor and the full amount shall be deducted from the deposit including any additional costs for administration.
·All deposits must be reclaimed within one year of completion. Deposits will not be returned after this date.
·Refunds can not be given, if you under-estimate the time period then you are responsible for informing the licensing officer and making an application for an extension of the licence. Extensions will be charged at £100 for every additional month, as stated above
·Part of a month must be counted as a full month i.e. 15/1/2001 to 6/2/2001 = 2months
Fee Example £140 first month
Second Month = £240.00
Third Month = £340.00
Fourth Month = £440.00
Deposit Example £300 first month
Second Month = £400
Third Month = £500 and so on.
