Advice and Guidance
- All materials deposited on a verge or carriageway must have barriers and/or cones. Barriers and/or cones must be lit at each end during the hours of darkness.
- Materials must not be placed over gullies or statutory undertaker’s apparatus or around trees.
- Materials must not be placed on footways
- Materials must be kept within the boundaries of the site location. The designated area for the materials must be kept clean and tidy
- Materials must not be stored more than 1. 2metres from the face of the kerb.
- If any condition are contravened the licensing authority may withdraw the licence and prosecute the applicant.
- You must comply with any instruction issued to you by the licensing authority.
- Deposits must be reclaimed within one year of completion. Deposits will not be returned after the expiry of one year. You must make applications for deposit return in writing on completion of the works. Delays in claiming may lead to deductions being made from your deposit
- The cost of any damage to the highway caused by building works will be taken from the deposit.

- Alternatively, please visit the Environmental Reception in Guildhall 2 between the hours of 9am to 4pm Monday to Friday. Go to second floor reception and ask for Highway Licensing if your request is urgent.
3. Your licence
We aim to process an application within three working days. Once we have received your completed application and a cheque for the fee and refundable deposit we will process your application and post the licence to you. There are occasions where we will have to refuse an application however we will endeavour to assist and alternative locations for the storage of materials will be put forward.
Charges for Considering an Application for Storing Materials on the Highway
Charges for Residents
A charge of £50 will be made for the first month that materials are stored on the highway
This charge covers consideration and administration of the application, site inspection and banking.
Charges for Commercial Applications
·Commercial application ( Developers and Building Contractors) are charged at £140 for the first month
Residential and Commercial
A charge of £100 will be made for every additional month that the materials are required. This charge covers a weekly inspection made by the licensing officer and administration.
The minimum refundable deposit for a one-month period is £100; this will increase by £50.
For every additional month that the materials are stored on the highway.
On completion of works the licensing officer will inspect the site. If damage has occurred to the footway, verge or carriageway as a result of the works an estimate will be sent to the contractor and the full amount shall be deducted from the deposit including any additional costs for administration.

- ·Refunds cannot be given, if you under-estimate the time period then you are responsible for informing the licensing officer and making a application for a extension of the licence. Extensions will be charged at £100 for every additional month..
- ·A charge of £25 will be made for any additional inspections
Part of a month must be counted as a full month i.e., 15/1/01 to 6/2/01 = 2 months
