The council is responsible for checking on the welfare of all privately fostered children, and for giving advice to those who do the caring. A privately fostered child is defined as being under 16 (or 18 if disabled) and cared for and provided with accommodation for 28 days or more by someone who is not a close relative or guardian (Close relatives are grandparents, brothers, sisters, aunts and uncles but not parents' cousins).
