The Adoption and Fostering Team is committed to finding safe places to stay for children who are not able to live with their birth parents, and loving adoptive families.
Headed by our Team Manager, Jenny Rigby, we recruit, assess and train foster carers and adopters, match adopters and foster carers with children, and support carers while they have a child in placement, or until an Adoption Order is made
We also provide support services for adopted children and adults and birth parents, offer birth records counselling and undertake relative/step parent adoptions for Kingston residents.
Kingston is home to a range of communities representing many cultures and religions. Increasingly we have children from ethnic and mixed-race backgrounds requiring foster placements and adoptive parents. We welcome enquiries from those who can who can respect and value diversity and reflect the backgrounds of our children.

Fostering Enquiries on the rise
Enquiries to Kingston’s Fostering Team tripled during May and remained high in June and July following this year’s Foster Care Fortnight recruitment campaign. The council’s Fostering Team toured borough libraries and the town centre with an information stand.
Kingston’s mayor, Councillor Chrissie Hitchcock, lent her support by dropping in on foster carers and members of the team as they manned a town centre stand during one of the hottest Saturdays in May. Pictured with her consort, Mr Brian Hitchcock, foster carers and members of the council’s Fostering Team, Coun. Hitchcock said: “Our foster carers do a great job but there is a national shortage of foster carers and in Kingston we need more people to consider taking on this vital role to give our children in care a better start in life.”
