Since 1 November 2007 only residents of the Royal Borough of Kingston are able to access the facilities at Villiers Road for free.
Every household should have received a letter/permit before the scheme was implemented, and you will need to bring the permit you received in the post or another form of identification outlined below when you visit the site.
Non residents will no longer be allowed to access the site for free.
A recent survey has shown that one in five users of the site are from outside the Borough. This has contributed to a 31% increase in waste taken to the site last year. The cost of disposing of this extra waste falls to the residents paying Council Tax in the Borough. The additional cost will be in excess of £100k this year.
The new permit system is designed to minimise the waste we accept at the site and to ensure that the Council’s financial resources are used in the best way possible for the Borough’s residents.
We recommend that once you have received your letter, and finished reading, it you put it in your car so the permit is with you when you next visit the Household Refuse and Recycling Site

Documents 1, 2 and 3 are not appropriate as they only prove a person’s address but do not easily provide proof of residence in the Borough without cross checking to a list of borough addresses. This is not possible as it would delay access to the site for residents.
