In September 2008, the site at Villiers Road was, divided into two distinct areas of operation each under the management and control of a different contractor and each with an entirely different function, these are:
The Household Re-use and Recycling Centre (HRRC)
The HRRC is the public access area of the site and is managed by EWC (Environmental Waste Controls Ltd) under a contract let to them by the South London Waste Partnership. Through this contract they are responsible for seven site across four Boroughs: Kingston, Merton, Croydon and Sutton.
Accessing the site:
The HRRC is open only to residents of Kingston who must be in possession of a current "Resident's Permit" to gain access. The 2010/11 Permits were enclosed in the 2010/11 Council tax demand envelopes posted to residents mid-March 2010. If residents have not got one, they should telephone the Council's Contact Centre 020 8547 5560 and request one be posted to them. They are not available for collection at either the Guildhall or Villiers Road.
Gate staff will also accept:
a current year Council Tax Demand,
until 31 March 2010, a Kingston sponsored Freedom Pass ***
or a current Kingston CRZ Resident Parking Permit.
*** Unfortunately, the new Freedom Passes valid from 01 April 2010 no longer have the sponsoring local authorities' name on them which prevents them from being proof of residency in the borough and therefore, they can no longer be accepted for entry.
No other identity formats can be accepted by the site staff.
Because the operation of the site necessitates frequent movements of large vehicles, plant and machinery, pedestrians and cyclists cannot be permitted to enter the site. There is however a mini-recycling area near to the gate which they can access.
Children and animals must remain inside vehicles at all times.
Using the site:
The HRRC is there to assist residents to dispose of "Household Waste" which cannot be collected by the kerbside collection services.
It is the Contractor's responsibility to ensure that the maximum levels of waste taken to the site are separated for re-use or recycling and thereby diverted from landfill.
The site staff are there to actively ensure residents separate their waste and place it into the appropriate waste stream container. It is a condition of entry into the site that the driver of the vehicle is responsible for dividing his/her waste into recyclable and non-recyclable materials and depositing the materials appropriately as directed by the site's Recycling Advisors.
Vans and High-sided Vehicles:
If you own a vehicle over 1.8 metres (6ft) in height, you can still tip household waste at the site.
You will be directed by staff who will open the Lane 1 (HGV) section of the barrier to allow you access.
Please note, at peak times there may be delays in getting you into or out of the site.
Restrictions on the access times for all vans, some other vehicles and some trailers, originally planned for the Autumn of 2009 has been postponed until the Summer of 2010. This will be publicised but please watch this page for updates.
What can you take to the site
Household Waste
Household waste consists of the items used day to day in the running/operation of the home. They are the items you take in when you move in and take with you when you move out. Household waste is the contents of the house and not the house itself.

What can you not take to the site
Waste not defined in law as "Household Waste"
Trade Waste: Waste created or resulting from any form of employment or commercial enterprise undertaken by the resident.
Waste from a premises not being occupied as the principal residence of the resident for example, a property that is let.
Waste that is not the property of the driver or from the principle household in which the driver of the vehicle is a permanent resident.
Hazardous Waste: This includes Tyres, asbestos, oil based paint and chemicals.
Inert Waste: Bricks, timber and other materials used in the construction of the house, this is not Household Waste, neither are garden paths, walls, soil etc., these are building and construction waste which the Controlled Waste Regulations define as "Industrial Waste. " Not being "Household Waste", this should not be brought to the HRRC for disposal.
Industrial Waste should be taken over the Weighbridge for the disposal and be paid for. (See the Transfer Station and Weighbridge details and opening hours below).
DIY waste produced by a householder in their own home is classified as "Industrial Waste" and is chargeable. See Concession details below, residents with in excess of the concession limit should make alternative disposal arrangements.
DIY Concession
As a concession for Kingston residents undertaking minor DIY projects/repairs in their own home, 25Kgs. (equivalent to 2 lift-able bags of rubble). This will be accepted in the HRRC. Residents making repeat visits claiming this allowance can be turned away.
This concession is under review and changes planned to be introduced in the Autumn of 2009 have been postponed until the Summer of 2010. This will be publicised but please watch this page for updates.
Opening Hours for the Household Re-use & Recycling Centre (HRRC)
Opening times at the site are determined by licensing conditions prohibiting the movement of waste outside these hours
Residents must ensure they arrive in adequate time to unload their vehicles and leave the site by the closing time
Staff may turn queuing vehicles away if they consider there is inadequate time to unload and leave within the licensed hours

The Transfer Station
The Transfer Station is operated by Sita UK Ltd.
There are 3 parts to the Transfer Station these are:
The Weighbridges
The Municipal Transfer Station
The Trade Waste Transfer Station
All 3 parts are operated by Sita UK Ltd, parts 1 & 3 as a private commercial operation and part 2 for the acceptance, bulking and disposal transportation of Municipal Waste (both Landfill & Recycling)
The Council has no commercial involvement with the operation of the Trade Waste Transfer Station
Anyone, residents of Kingston or otherwise, can use the Commercial or Trade Waste facilities and pay for the disposal of waste that is not acceptable in the HRRC however, all arrangements with the Weighbridge and Transfer Station constitute acceptance of the service and a contract between the driver of the vehicle and Sita UK. Rates charged are Sita's Commercial tariffs and the Council cannot intervene in any dispute regarding the use of this facility.
