Accessing the HRRC:

  • The HRRC is provided to assist Kingston residents only to recycle or dispose of "Household Waste" which cannot be collected by the kerbside collection services.
  • It is a condition of entry into the HRRC that all recyclable and reusable items are separated and placed in to the right containers. Staff are there to assist with this where required. Please ask if you are not sure where particular items should be placed.
  • You must be in possession of a current "Resident's Permit" to gain access.  These are sent out in March each year with your Council Tax demand. If you do not have your permit, gate staff will also accept: a current year Council Tax demand. If you wish to obtain a permit please also take along a Photo ID that confirms your address and the site supervisor will be able to issue one.
  • Pedestrians and cyclists cannot be permitted to enter the HRRC due to the high level of vehicle movements.  There is however a mini-recycling area near to the gate which you can access on foot or by bicycle. Please ask the member of staff at the gate to assist you if needed.
  • Children and animals must remain inside vehicles at all times

HRRC Resident’s Permits

You must show your Resident's Permit to access the HRRC.

Most residents will have received a new Household Reuse and Recycling Centre permit for 20012/13. These were sent out in March 2012 with your 2012/13 Council Tax demand.

If you do not have your permit you can show:

  • your Council tax bill from the Royal Borough of Kingston upon Thames, or
  • photo ID with your full address

If you did not receive a permit with your Council Tax demand you can request one at the HRRC. One permit is issued to each household.

Please speak to the HRRC supervisor and show:

  • your current Council Tax bill, and
  • photo ID which proves you live in the borough (i.e. a photo driving licence with a Kingston Upon Thames address).  

Out of date permits

Gate staff at the HRRC are authorised to confiscate any photocopies of the permit and out of date permits including 2011/2012 permits from the 2nd of April 2012.

Residents visiting the HRRC with expired permits will be able to use their permit for the final time on that occasion and can request a new permit from the HRRC staff following the directions above.

Vans, high-sided vehicles and vehicles with trailers:

  • If you own a van, vehicle over 1.75 metres (6ft) in height or intend to use a trailer, you can still use the HRRC but access times are restricted in order to reduce congestion at busy times.
  • If you visit the HRRC using a van or other commercial vehicle you will be required to show a valid resident's permit, Photo ID and proof of address (if not shown on the Photo ID). You will then be asked to complete an "honesty form", given to you by staff, before entry to the site. The honesty form requires you to declare that you are only carrying your own household waste.

What can you take to the HRRC

  • A wide range of items can be recycled at the HRRC. Please see the "What can you recycle" link below for more information.
  • Whether you are bringing items for recycling or disposal, all items must be considered "household waste". This means items used day to day in the running/operation of the home. They are the items you take in when you move in and take with you when you move out. Any waste or recycling brought to the site must be from your own home.

What can you not take to the HRRC

  • Commercial waste. This includes waste resulting from any form of employment or commercial enterprise.
  • Waste from any property other than from your own home.
  • Hazardous waste: this includes tyres, asbestos, gas bottles, oil based paint and chemicals.
  • Construction waste. Whether you have made home improvements yourself or hired a contractor to do this on your behalf, items generated from construction are not seen as Household waste. For example, bricks, timber, tiles plasterboard, soil, paving stones and any other material used in the construction of your home or garden should not be brought to the site in large quantities. Residents making repeat visits to dispose of this type of waste will be turned away. If you have a large amount of this type of waste to dispose of you should consider hiring a skip or private contractor to remove it for you.

  • Please ensure that you arrive in adequate time to unload your vehicle in order to leave the HRRC by the closing time Staff may turn queuing vehicles away if they consider there is inadequate time to unload and leave within the licensed hours

DIY Concession

We recognise that residents have occasional need to dispose of small amounts of construction waste created by undertaking minor DIY projects/repairs in their own home. Only small quantities of  DIY waste are permitted to be taken in to the site. Residents making repeat visits claiming this allowance will be turned away. If you have a large amount of this type of waste to dispose of you should consider hiring a skip or private contractor to remove it for you.

The Waste Transfer Station

  • The HRRC shares a site with a waste transfer station, operated by SITA UK Ltd. There is no public access to this site unless you are a paying customer. Any waste brought to the waste transfer station will be weighed at the weighbridge and charged accordingly.
    The weighbridges are operated by SITA UK Ltd and are not Council facilities.
  • Operating times, site rules and charges are under SITA's control. Current opening times are:
